Job summary

Catholic Relief Services (CRS) seeks a Program Manager I to act as a technical MEAL advisor for the CIHS project across Guinea, Liberia, Mali, and Togo. You will manage MEAL tools, coordinate with partners, and analyze data to ensure donor compliance and high-quality programming in the country program.

The role requires English fluency, travel up to 40%, and a strong background in MEAL with international NGO experience.

Qualifications

• Bachelor’s degree in international development, International Relations, Sociology, Statistics or in a related field is required.
• 5 years of relevant field-based experience coordinating or managing light to moderately complex projects, preferably with an international NGO.
• Experience communicating with communities and implementing accountability mechanisms.

Responsibilities

• Develop the project’s MEAL system and manage MEAL implementation through the project cycle, aligning with donor requirements and CRS standards.
• Support needs assessments and development of results frameworks, theories of change, Proframes, and SMILER.
• Provide technical support in analyzing qualitative and quantitative MEAL data and ensure data quality.
• Integrate data analysis and reflection to drive improvements in ongoing activities and outcomes.
• Ensure compliance with donor and agency MEAL requirements and maintain donor reporting.
• Communicate MEAL findings to colleagues and partners to support decision-making.
• Engage with community members and stakeholders to foster meaningful participation in activities.
• Contribute to planning, MEAL narratives, budgeting, and implementation of MEAL activities.
• Identify staff and partner capacity needs and coordinate MEAL capacity building.
