Job summary

Catholic Relief Services is seeking a Deputy Chief of Party II to provide strategic leadership for the Continuity of Integrated Health Services (CIHS) project across Guinea, Liberia, Mali and Togo. The role focuses on quality programming, integration of interventions, and alignment with host-country priorities while coordinating with consortium partners.

The Deputy Chief of Party II will oversee technical advisors, guide implementation of strategies, and manage risk, learning and accountability

Qualifications

• Staff management experience in a learning environment.
• Strong budget management experience.
• Experience with MS Office (Excel, Word, PowerPoint), Web conferencing, and budget/information systems.
• Strong strategic, analytical, systems thinking and problem-solving skills.
• Strong relationship management with donors and government counterparts.

Responsibilities

• Provide overall technical leadership for CIHS across malaria, MNCH, lab systems, disease surveillance, information systems, supply chains and other health systems strengthening.
• Lead the development and execution of an integrated technical strategy across countries and partners, ensuring donor priorities and country needs are met.
• Supervise and mentor a multidisciplinary team of technical advisors and conduct performance assessments.
• Contribute to staffing plans and recruitment of senior technical staff.
• Monitor and mitigate technical risks, ensure safety, security and safeguarding policies are followed.
• Support budget management, reporting and accountability in collaboration with the leadership team.
• Maintain relationships with consortium partners and coordinate activities across staff from partner organizations.
• Foster a culture of learning, continuous improvement and adaptive management.
• Identify technical capacity gaps and propose targeted training and technical assistance.
