Job summary

Freedom Holding Corp. is seeking a Chief Technology Officer to define and build the bank’s technology function from the ground up, guiding strategy with the CEO and Board.

This remote, U.S.-based executive will lead core system selection, cloud-first architecture, security, data governance, and regulatory technology to support FDIC pre-approval and bank opening. You will mentor a growing technology team and partner with regulators, vendors, and the CFO/CRO to deliver a scalable digital banking

Qualifications

• 15+ years of leadership in technology within banks or financial services.
• Deep knowledge of core banking platforms (Fiserv, Jack Henry, FIS, Temenos).
• Strong FFIEC/GLBA knowledge and cybersecurity frameworks.
• Experience building scalable infra in early-stage financial institutions.
• Cloud and API integration experience; ability to brief boards.

Responsibilities

• Define bank technology vision and multi-year roadmap with CEO/Board.
• Lead core banking system selection and foundation for FDIC approval.
• Build the digital banking platform and integrate with core, payments, regulatory reporting.
• Establish information security programs per FFIEC/GLBA, including MFA and pen testing.
• Lead business continuity, disaster recovery, and FDIC application tech sections.
• Design cloud-first, API-first architecture meeting regulatory requirements.
• Oversee data governance and BSA/AML regulatory technology with CFO/CRO.
• Manage technology vendors, contracts, and SLAs.
• Build and mentor a high-performing technology team.
