About the opportunity
A new commercial bank in the pre-opening stage, backed by a publicly listed parent company, is assembling its founding leadership team ahead of FDIC approval. We are looking for a Chief Technology Officer to define and build the bank’s technology function from the ground up. This is a rare chance to join at the foundation and help shape a new American banking institution.
What you’ll do
- Define the bank’s technology vision and multi-year roadmap, and serve as the primary technology advisor to the CEO and Board
- Lead the selection and implementation of the core banking system and the foundational infrastructure needed for FDIC approval and bank opening
- Build the digital banking platform, including online and mobile banking, and integrate it with core, payments, and regulatory reporting systems
- Establish the information security program in line with FFIEC and GLBA, including MFA, endpoint detection, security operations, and penetration testing
- Lead business continuity and disaster recovery planning and the technology sections of the FDIC application
- Design a cloud-first, API-first architecture that meets banking regulatory requirements
- Set up data governance and the regulatory technology behind BSA/AML monitoring and Call Report preparation, working with the CFO and CRO
- Manage technology vendors, contracts, and service levels
- Build and mentor a high-performing technology team as the bank grows
What we’re looking for
- 15+ years of progressive technology leadership at a commercial bank or financial services institution
- Deep knowledge of core banking platforms (Fiserv, Jack Henry, FIS, Temenos, or equivalent), ideally at banks under $1 billion in assets or early-stage growth banks
- Strong understanding of FFIEC IT examination guidelines, GLBA, and cybersecurity frameworks (NIST, ISO 27001)
- Experience building and scaling technology infrastructure in an early-stage or high-growth financial institution
- Cloud architecture and API integration experience
- Ability to present technology strategy to Boards, regulators, and executives
- Bachelor’s degree in Computer Science, IT, or a related field; advanced degree preferred
A plus
- Direct experience with bank technology buildouts, core conversions, or bank charter technology requirements
- CISM, CISSP, or equivalent certification
- Experience managing FDIC or OCC IT examinations
- Digital banking platform and open banking API experience
We are an equal opportunity employer.
