Job summary

IEM is seeking a Full-Time Disaster Recovery Construction Specialist in Florida, with a strong QC and construction background. The role involves leading construction oversight, inspections, cost estimation, and environmental compliance for disaster recovery projects funded by HUD programs.

Candidates should have five years of residential construction management experience, proficiency in Xactimate and Microsoft Office, and the ability to travel to client sites within the Tampa Bay Region.

Qualifications

• Five (5) years of relevant experience managing residential construction projects.
• Proficient in Xactimate and Microsoft Office products.
• Advanced knowledge of construction, including Florida Building Code and local requirements.
• Extremely detail oriented to manage reporting requirements.
• Excellent written and oral communications skills, ability to work independently.
• Willing and able to commute or travel to client sites or meetings as needed within the Tampa Bay Region.

Responsibilities

• Work as part of a team providing expert services to support disaster recovery and mitigation with a focus on construction, inspections, cost estimating, and environmental requirements.
• Provide leadership for construction oversight and quality control on housing projects funded by CDBG-DR and CDBG-MIT.
• Coordinate with state/local officials, environmental teams, and program managers to ensure HUD/Florida Building Code compliance.
• Develop SOPs for construction standards, environmental hazard mitigation, and field QA/QC procedures.
• Support procurement teams in contractor scoring and selection processes and ensure contractor performance aligns with KPIs.
• Manage training staff to facilitate training sessions and workshops for local partners and internal teams.
• Oversee resolution of construction-related issues and homeowner concerns with proper documentation.
• Assist with development or refinement of program procedures and processes.
• Manage staff reviews of environmental requirements and ensure incorporation into scopes of work for environmental compliance.
• Interpret and apply HUD requirements, local building codes, and green building standards for disaster recovery construction activities.
• Manage client contracts and work order requirements to ensure profitability.
• Monitor and allocate resources as necessary.
• Perform other duties as assigned consistent with the job description.
