Job summary

IEM in Florida is seeking a Full-Time Disaster Recovery Construction Specialist to lead housing rehabilitation, reconstruction, and new construction projects under CDBG-DR and CDBG-MIT. You will manage QC, coordinate with authorities, and oversee environmental compliance, with travel to client sites in Pasco County as needed.

The role requires 5+ years of residential construction experience, strong knowledge of Florida Building Code, proficiency in Xactimate and MS Office, and ability to work

Qualifications

• Five (5) years of relevant experience managing residential construction projects, with two (2) years in Florida.
• Proficient in Xactimate and Microsoft Office products.
• Advanced knowledge of construction, including Florida Building Code and local requirements.
• Highly detail oriented with strong reporting capabilities.
• Excellent written and verbal communication skills; able to work independently.
• Willing and able to commute or travel within the Tampa Bay Region as needed.

Responsibilities

• Lead construction oversight and quality control on housing rehabilitation, reconstruction, and new construction projects funded by CDBG-DR and CDBG-MIT.
• Coordinate with state/local officials, environmental teams, and program managers for HUD/Florida Building Code compliance.
• Develop SOPs for construction standards, environmental hazard mitigation, and QA/QC procedures.
• Support procurement teams in contractor scoring and selection processes; ensure contractor performance aligns with KPIs.
• Manage training staff to deliver workshops and technical assistance for local partners and internal teams.
• Oversee resolution of construction-related issues and maintain proper documentation for all phases.
• Assist with development or refinement of program procedures and processes.
• Manage staff reviews of environmental requirements and ensure these items are included in scopes of work.
• Interpret and apply HUD requirements, local building codes, green building standards, and program policy.
