Job summary

ASRC Federal is seeking a remote Financial Management Team Lead to oversee a small team providing budget and financial management support for NOAA/NWS. You will lead development of business process improvements and create automated models to enhance financial tracking, including acquisitions, grants, and labor.

You will assess the client environment, make recommendations, and manage tools, templates, and instructions for monthly and quarterly reports.

Qualifications

• Bachelor’s degree plus 8 years of federal budgeting or related experience.
• PMP certification required.
• Ability to build Google Sheet workbooks with advanced functions.
• Drive efficiencies and guide team during change.
• Strong presentation and communication with management.
• Experience with NOAA/government financial systems is a plus.

Responsibilities

• Oversee a small team managing multiple financial management projects for the NWS.
• Assess gaps in financial management and document findings.
• Recommend improved processes and automated tools to save time.
• Pull and interpret reports from NOAA systems (EBS, EDW, FMDS).
• Analyze NOAA budget execution data to forecast issues and plan actions.
• Transform accounting data into Google Sheet workbooks and slides.
• Produce and update templates, forms, and leadership slide decks.
• Respond to data calls from Headquarters, DOC, OMB, and Congress.
• Review obligation plan data in NOAA FMDS as requested.
• Summarize data for monthly/annual reports and ensure accuracy.
• Develop SOPs where gaps exist and assist with corrections.
