Job summary

ASRC Federal Advanced Research (AFAR) is hiring remote Budget Execution Analysts to support NOAA/NOS/NWS missions from the Silver Spring area. You will build models and Google Sheets tools to improve data analysis and funds tracking, and prepare monthly, quarterly forecasts with templates and guidance for leadership reviews.

You will pull reports from NOAA financial systems, perform variance analysis, and help create Standard Operating Procedures and automated dashboards for efficient decision

Qualifications

  • Bachelor’s Degree plus 2 years' experience in federal budgeting or related industries (e.g., finance, budgeting, accounting or other highly quantitative field). A Master’s Degree may substitute for 2 years. A PhD may substitute for 4 years.

ASRC Federal Advanced Research (AFAR), a subsidiary of ASRC Federal Holding Company, is currently recruiting for multiple remote Budget Execution Analyst positions to support a federal government client located in Silver Spring, MD. These are remote positions supporting business hours aligned to the Eastern Time Zone. These positions are pending award.

Key Role:

The selected candidate will provide budget and financial management support for the National Oceanic and Atmospheric Administration (NOAA) /National Ocean Service (NOS) or National Weather Service (NWS). The candidate will support NOAA in business process improvement to help staff save time, as well as creating models and tools in Google Sheets to help improve data analysis and funds tracking. The candidate will be proactive in identifying and improving the efficiency and accuracy of budget forecasting and regular weekly/daily/quarterly obligation analysis. This includes creating and maintaining the spreadsheets, tools, forms, templates, and instructions to support various monthly and quarterly budget execution reports and meetings. The candidate may be asked to review the data analysis provided by other budget analysts.

Flexibility and adaptability are key to this position, as well as the ability to independently problem solve with minimal direction.

The duties for this role include, but are not limited to:

  • Manage multiple projects related to financial analysis, acquisition tracking, and budget execution.
  • Become adept at pulling and interpreting reports from the NOAA financial systems, including the Oracle E-Business Suite (EBS), Enterprise Data Warehouse (EDW), and the Financial Management Data System (FMDS)
  • Summarize quantitative data for monthly allotment, commitment, obligation, and contract status reports as well as a variety of complex payment reports. Review similar work produced by other analysts for accuracy and efficiency.
  • Independently analyze NOAA budget execution data from NOAA financial system reports to understand trends, forecast potential budget and funding issues, and plan and take corrective actions.
  • Assist with creating, reviewing, and monitoring progress against monthly and annual obligation plans.
  • Understand and apply the various types of accounting codes (i.e., fund, program, project, and tasks codes) used by NOAA and the business rules that govern them.
  • When documentation gaps exist, the candidate will create Standard Operating Procedures.
  • Process documentation for financial corrections.
  • Conduct variance analysis by comparing planned obligations to actual obligations; justify the reason behind variances to leadership.Transform accounting system data into automated Google Sheet workbooks and PowerPoint presentations, using time-saving formulas, links, and look-ups.
  • Produce, maintain, and update templates, forms, process documents, and slides for leadership reviews.
  • Respond to data calls from Line Office Headquarters, NOAA Headquarters, the Department of Commerce, the Office of Management and Budget (OMB) and/or Congress.
  • Review and enter obligation plan data, as requested, into the NOAA Financial Management Data System.

Qualifications:

  • Junior Budget Analyst: Bachelor’s Degree plus 2 years' experience in federal budgeting or related industries (e.g., finance, budgeting, accounting or other highly quantitative field). A Master’s Degree may be used as a substitute for 2 years of experience. A PhD may be used as a substitute for 4 years of experience.
  • Mid-Level Budget Analyst: Bachelor’s Degree plus 5 years' experience in federal budgeting or related industries (e.g., finance, budgeting, accounting or other highly quantitative field). A Master’s Degree may be used as a substitute for 2 years of experience. A PhD may be used as a substitute for 4 years of experience.
  • Senior Budget Analyst: Bachelor’s Degree plus 8 years' experience in federal budgeting or related industries (e.g., finance, budgeting, accounting or other highly quantitative field). A Master’s Degree may be used as a substitute for 2 years of experience. A PhD may be used as a substitute for 4 years of experience.
  • Ability to transform data and findings into concise, user-friendly Google Sheet workbooks using functions such as GetPivot, SumIfs, VLookup, XLookup, conditional formatting, and Import Range.
  • Ability to drive efficiencies and improvements, providing constructive criticism, and motivate other team members to perform during change.
  • Excellent oral presentation skills with the ability to brief findings and materials to management.
  • Ability to communicate effectively in groups of senior leaders, knowing when to speak up versus deferring to management.
  • Work proactively to anticipate management’s questions and meet their needs before being asked
  • Sift through large amounts of data and reports to find answers to management’s questions in a timely manner
  • Strong interpersonal skills, including customer service skills, to properly manage customer expectations and respond to customer requests
  • Knowing when to ask for help to be able to meet assigned deadlines

Preferred Experience:

  • Experience with the NOAA accounting system is a plus.
  • Experience with government financial systems and terminology is preferred.
  • Passion for the NOAA mission is a plus.
