AttainX, Inc. seeks a Business Analyst II to support DHS/CISA/CICP initiatives. The role blends business, systems, and financial analysis to guide objectives, improvements, and decisions. You will liaise between users and IT teams, document requirements, and evaluate financial information.

The position is a Part-Time Professional, with Remote/Hybrid work options in Arlington, VA, offering collaboration across finance, IT, and business users.

Qualifications

• Bachelor's degree; degree in business, finance, accounting, information systems, or related field preferred.
• 2-4 years of experience in business systems analysis, requirements analysis, or financial analysis.
• Experience gathering user needs and documenting system requirements, scope, objectives, workflows, and specs.
• Translate business needs into functional and nonfunctional requirements, user stories, and acceptance criteria.
• Analyze financial data, reconcile projections and actuals, and prepare reports and recommendations.
• Familiar with financial modeling, forecasting, and spreadsheet/analytical tools.
• Understand financial reporting policies, controls, and regulatory requirements.
• Familiar with agile delivery and requirements traceability.

Responsibilities

• Review, analyze, and evaluate user needs; identify systems solutions to support business strategies.
• Document system requirements, define scope and objectives, and create guiding specifications.
• Serve as liaison between IT and users; clarify needs and communicate proposed changes.
• Map workflows, identify gaps, and develop user stories with stakeholders and teams.
• Maintain requirements repositories and traceability; assess change impacts and support backlog refinement.
• Support system assessments and modernization planning; document dependencies, costs, risks, milestones.
• Analyze and interpret financial data to advise stakeholders and inform decisions.
• Review financial reporting, budgeting, and cost tracking for policy compliance.
• Use financial models to forecast economic scenarios, risks, and changes.
• Track variances between projections and actuals; propose adjustments.
• Prepare cost-benefit analyses, dashboards, and management reports linking finance to decisions.
• Document decisions and risks; contribute to project reporting and knowledge transfer.
• Capture security, privacy, and data protection requirements; safeguard sensitive data.
