Qualifications

• Bachelor’s degree preferred; equivalent education, training and experience considered.
• 2–4 years in business systems analysis, requirements analysis, IT project financial analysis.
• Translate business needs into requirements, user stories, acceptance criteria.
• Prepare cost-benefit analyses, evaluate alternatives, track costs/schedules/performance.
• Familiar with agile, iterative, and waterfall delivery and traceability.
• Analyze technology utilization, user adoption, and reuse opportunities.
• Superior analytical, facilitation, documentation and communication skills.
• Federal IT experience with DHS governance, geospatial systems, or risk analytics preferred.
• US Citizenship with ability to obtain DHS CISA IRME Public Trust clearance.

Responsibilities

• Interview stakeholders and facilitate sessions to document objectives, workflows, pain points, modernization goals.
• Analyze capabilities; document gaps, business requirements, and candidate system improvements.
• Serve as liaison between users and technical teams; clarify requirements and prioritize capabilities.
• Evaluate modernization options, costs, benefits, risks, and resource needs; inform roadmap decisions.
• Support cost, schedule, and performance tracking; identify variances and escalate issues.
• Analyze technology/data utilization, adoption, and program impacts; define success measures.
• Identify collaboration opportunities and reusable DHS or interagency capabilities.
• Prepare reports, briefings, minutes, action logs, and governance documentation.
• Coordinate with Requirements Analyst to maintain traceability and assess impact of changes.
• Support outreach, user guides, webinars, and training; gather feedback and document improvements.
• Maintain project knowledge repositories and support transition while protecting sensitive information.
• Other related duties as assigned.
