Job summary

ICF International is seeking a Proposal Solution Architect to lead the development and writing of compliant, executable technical solutions for DoW and other Federal pursuits. You will validate that proposed solutions are secure, affordable, and deliverable, drawing on hands-on architecture experience.

You will author major sections of Federal proposals, guide SMEs, and collaborate across capture, growth, delivery, pricing, security, engineering, and proposal teams to win competitive bids in the

Qualifications

• Bachelor's degree in CS, IS, Engineering or related technical field.
• 10+ years leading and architecting enterprise software systems.
• 5+ years of DoW solution/enterprise architecture experience.
• Proven Federal/DoD capture and proposal experience as a solution architect or equivalent.
• Experience writing substantial technical proposal content for solutions and architecture.
• Experience leading a DoW IL-4+ ATO process for a $10M+ project.
• US Citizenship required due to federal contract requirements.

Responsibilities

• Lead technical solutioning for DoW and Federal captures from qualification to submission.
• Serve as primary technical author or volume lead for proposals and write major sections of the technical content.
• Develop proposal storyboards, outlines, and writing guidance aligned with evaluation criteria.
• Create win themes, discriminators, value propositions, and customer benefits with leadership.
• Lead solution workshops with architects, engineers, cybersecurity specialists, pricing staff, and SMEs.
• Produce proposal-ready architecture diagrams, data flows, deployment models, and CONOPS.
• Integrate solution assumptions, staffing concepts, schedules, risks, and basis-of-estimate inputs with pricing and delivery teams.
• Participate in Pink/Red/Gold Team reviews; revise content for clarity, compliance, and persuasiveness.
• Support customer meetings, capability briefings, white papers, and oral proposals.
