• Perform complex position analysis for vacancies and create efficient procedures.
• Prepare and review position descriptions, conduct desk audits, and write evaluations.
• Advise on performance management systems, incentives, and productivity programs.
• Assist employees and managers with retirement, health benefits, and Thrift Savings Plan navigation.
• Counsel on pay, leave, and related regulations; interpret and apply them to cases.
