Job summary

Lynker Corporation is seeking a Federal Agreements Specialist to provide remote support to the NOAA NOS Business Operations Division. The role focuses on developing, coordinating, and administering IAAs and other federal funding vehicles, ensuring financial accuracy and compliance across the agreement lifecycle.

Ideal candidates will handle G-Invoicing workflows, maintain real-time trackers, and collaborate with program offices, legal, and finance teams to resolve issues and advance agreement

Qualifications

• 4+ years of experience with federal agreements, acquisition, contracts, grants, or related federal operations.
• Experience with IAAs, reimbursable agreements, MOUs/MOAs, federal contracts, or similar funding mechanisms.
• Ability to track funding, deadlines, approvals, and status across multiple actions.
• Strong Excel/Sheets skills and experience building tracking tools.

Responsibilities

• Manage and coordinate IAAs, reimbursable agreements, MOUs/MOAs, and other federal partnerships throughout their lifecycle.
• Develop an Annual Agreements Plan and real-time tracking tools for status, funding, milestones, and close-out.
• Prepare agreement packages and coordinate required reviews and approvals.
• Support G-Invoicing workflows and partner coordination.
• Coordinate with NOAA offices, financial staff, contracting and grants personnel, and external partners.
• Review agreements for completeness, funding accuracy, and compliance.
• Monitor active agreements and identify upcoming actions and close-out needs.
• Research discrepancies and resolve issues with stakeholders.
• Develop trackers, templates, SOPs, checklists, and standard workflows.
• Prepare status reports, data calls, briefings, and audit-ready records.
• Provide interim business operations support including procurement coordination.
