Job summary

Lynker Technologies in Silver Spring, MD is seeking a Federal Agreements Specialist to support NOAA NOS. This role focuses on the development, coordination, administration, financial tracking, and close-out of federal agreements that enable NOAA programs to accomplish their missions.

Qualifications

• Bachelor’s degree and at least 4 years of relevant experience.
• Or a high school diploma with at least 8 years of relevant experience.
• Experience with IAAs, MOUs/MOAs, and federal funding mechanisms.
• Strong proficiency with Excel or Google Sheets.
• Experience with G-Invoicing is highly desired.
• NOAA or Department of Commerce experience is desirable but not required.

Responsibilities

• Manage IAAs, reimbursable agreements, MOUs, MOAs, and other federal agreements throughout their lifecycle.
• Develop and maintain an Annual Agreements Plan and trackers with real-time visibility.
• Prepare agreement packages and coordinate required programmatic, administrative, financial, legal reviews.
• Support G-Invoicing activities and workflows, including documentation and reconciliation.
• Coordinate with NOAA program offices, financial personnel, contracting staff, and external partners.
• Review agreements for completeness, funding accuracy, and compliance with NOAA requirements.
• Monitor active agreements and identify upcoming actions involving funding or close-out.
• Develop trackers, SOPs, checklists, and standardized workflows.
• Prepare status reports and maintain audit-ready agreement records.
