Job summary

Planned Systems International (PSI) is seeking a Federal Acquisition Support Manager to join the PMO Support team supporting the VA Loan Guaranty (LGY) Product Line. The role focuses on contract administration, COR support, and ensuring timely, compliant procurement actions.

The ideal candidate has 8+ years in federal contracting, FAC-C or equivalent certifications, and strong experience translating requirements into actionable contract artifacts within a fast-paced government environment.

Qualifications

• Bachelor’s degree required.
• 8+ years total experience with 5+ years in federal acquisition, contract management, COR support, and/or federal program/PMO support.
• FAC-C, FAC-C Professional, or FAC-COR certifications required.
• Strong knowledge of FAR, VAAR, and IT/professional services contracting processes.
• Experience with IGCEs, contract modifications, and administration processes.
• Advanced strategic planning and analysis for acquisition activities and stakeholder management.
• Experience collaborating with CORs, COs, budget personnel, PMO leadership, and contractor teams.
• Experience handling multiple concurrent acquisition actions and program/technical requirement translation.
• Experience in Federal PMO/program support and coordination activities.
• Ability to articulate complex contract requirements clearly and maintain accurate documentation.

Responsibilities

• Support a Government program team in contract administration for federal contracts.
• Lead development of contract documentation through the acquisition lifecycle.
• Monitor monthly contract deliverables and obtain approvals by Government authorities.
• Serve as primary contract-management resource for the COR team.
• Facilitate recurring contract status meetings with VA leadership and stakeholders.
• Coordinate with budget/finance to track funding across CLINs.
• Maintain accurate contract records, action items, and milestone tracking.
• Manage contract-specific processes for initiating and executing mission work.
• Use Jira, SharePoint, and other PM tools to manage activities and deliverables.
• Coordinate across PMO, budget, procurement, technical teams, and contractors.
• Identify risks, funding issues, and process gaps; recommend mitigations.
• Support contract modifications, invoice reviews, and evaluations.
• Draft and coordinate PWS sections, J&As, and acquisition artifacts.
• Apply federal acquisition knowledge to evolving program needs.
• Translate requirements into procurement-ready documentation.
• Provide advisory support to CORs and PMO leadership.
• Facilitate stakeholder communication to build consensus.
• Support applying FAR/VAAR and agency policies.
• Conduct research and propose solutions to government clients.
• Facilitate executive-level virtual meetings; capture outcomes and actions.
• Work independently to complete assignments within instructions.
• Function as part of an integrated PMO Support Team.
• Perform related duties as assigned.
