Qualifications

• Bachelor's degree or equivalent experience in a related field.
• Experience with contractors, landowners, agricultural stakeholders, utility projects, infrastructure development, right-of-way management, or real estate services.
• Knowledge of property rights, easements, right-of-way requirements, and landowner relations practices.
• Knowledge of environmental compliance regulations and permits.
• Strong communication, conflict resolution, and stakeholder engagement skills.
• Ability to build and maintain positive relationships with diverse stakeholder groups.
• Experience coordinating activities across multiple parties, including contractors, property owners, agencies, and utility representatives.

Responsibilities

• Review required environmental and construction submittals, including SWPPP, SPCC, and related plans.
• Document road conditions for project access in accordance with specifications.
• Provide post-construction SWPPP inspections and associated costs per inspection.
• Serve as the designated landowner liaison for project access and activities.
• Coordinate monitoring requirements during construction in compliance with mitigation measures and permits.
• Coordinate property access issues (easements, right-of-way) and site restoration.
• Maintain records of landowner communications, agreements, notifications, and resolutions.
