Qualifications

• Bachelor’s degree in communications, environmental studies, natural resources, land management, agriculture, project management, or related field, or equivalent work experience.
• Experience working with contractors, landowners, utility projects, infrastructure development, right-of-way management, or real estate services.
• Knowledge of property rights, easements, right-of-way requirements, and landowner relations practices.
• Knowledge of environmental compliance regulations and permits.
• Strong communication, conflict resolution, and stakeholder engagement skills.
• Ability to build and maintain positive relationships with diverse stakeholder groups.
• Experience coordinating activities across multiple parties, including contractors, property owners, agencies, and utility representatives.

Responsibilities

• Coordinate access to private property and landowner communications during planning and construction.
• Review environmental and construction submittals (SPCC, SWPPP, etc.) for preconstruction.
• Provide post-construction SWPPP inspections and related costs.
• Serve as the main landowner point of contact for access and concerns.
• Coordinate monitoring requirements for biological, cultural resources, and other mitigations.
• Manage issues related to crop damage, gate requirements, site restoration, and noise concerns.
• Coordinate with Realty Specialists on easements, land rights, and ROWs.
• Maintain records of landowner communications and resolutions.
• Support construction teams by identifying land access risks and stakeholder issues.
