Qualifications

• Oversee procurement lifecycle, including vendor negotiations, acquisition strategy development, and compliance with DoD procurement policies.
• Proficient in contract management, cost analysis, and supply chain logistics.
• Bachelor's degree or five years of equivalent experience in procurement management.
• Knowledge of DFARS and FAR processes for government contracts.
• Experience with federal procurement regulations, cost estimation, and acquisition documentation.
• Ability to analyze procurement strategies to ensure alignment with DoD acquisition policies and cost efficiency.

Responsibilities

• Develop and execute procurement workflows for software, hardware, and cloud services.
• Negotiate vendor agreements and track procurement against budget.
• Submit Procurement & Acquisition Status Report with PO details and vendor performance.
• Coordinate with active Work Orders to track licenses for GIS tools, data catalogs, CI/CD, and dashboards.
• Assist Government in negotiating shared software usage agreements and chargeback structures.
• Coordinate license requirements and validate data, infrastructure, and service licenses across the program.
• Establish and administer chargeback models to ensure proper cost attribution and avoid funding duplication.
• Maintain a centralized license and services ledger to support forecasting and reconciliation across the program.
