Job summary

SOSi seeks a Procurement Manager to support a DoD program, developing a structured approach to scalable, federated data ecosystems, license management, and cost-effective software, hardware, and cloud services. This remote role requires strong negotiation, contract management, and compliance with DFARS and FAR.

You will oversee workflows, license validation, chargebacks, and audit-ready documentation to enable mission-focused analytics and interoperability across DoD, IC, and partner networks.

Qualifications

• Oversee the procurement lifecycle including vendor negotiations and strategy development.
• Proficient in contract management, cost analysis and supply chain logistics.
• Demonstrated expertise in DFARS and FAR processes for government contracts.
• Experience with federal procurement regulations, cost estimation and acquisition documentation.
• Ability to align procurement strategies with DoD policies and cost efficiency.

Responsibilities

• Develop and execute procurement workflows for software, hardware, and cloud services.
• Negotiate vendor agreements, oversee contract execution and track performance.
• Submit the Procurement & Acquisition Status Report detailing POs, vendor performance and funding.
• Coordinate with active Work Orders to track licenses and requirements for GIS tools, data catalogs, CI/CD, and dashboards.
• Assist Government in negotiating chargeback structures and license pooling.
• Document chargeback activities in the license and services ledger for audit readiness.
• Maintain a centralized ledger coordinating with other Work Orders to support forecasting and reconciliation.
