ICF’s Disaster Management Division seeks a dynamic Director of Risk Management and Insurance to lead and grow our risk and insurance practice. This is a 100% remote role in the U.S.

with travel required, guiding a team and expanding client engagement across federal, state, and local governments. The role calls for deep public sector risk management experience, strong leadership, and a proven ability to grow business, manage complex portfolios, and advise on NFIP and floodplain programs.

Qualifications

• Bachelor's degree required in a relevant field (risk management, business, public administration, etc).
• 10+ years of progressive experience in risk management, insurance, or related field, with 5+ years in public sector settings.
• 3+ years managing or advising on public entity property insurance and workers' compensation programs.
• 3+ years working knowledge of NFIP and floodplain management requirements.
• Experience with brokers, carriers, claims adjusters, and TPAs across the lifecycle.
• 3+ years leading teams, managing staff, or running programs including budget oversight.
• 3+ years of track record in business growth, sales, or client expansion.
• Willing and able to travel across the United States; valid U.S. driver's license.

Responsibilities

• Lead business development for risk management and insurance across federal, state, and local levels.
• Build relationships with public sector risk managers, offices, agencies, brokers, carriers, and associations to create a strong pipeline.
• Oversee the Risk and Insurance team; set priorities, assign staff, mentor, and grow technical skills.
• Provide senior oversight of project delivery including quality, schedule, budget, and client satisfaction.
• Advise clients on design, restructuring, and operation of public entity insurance programs.
