Job summary

ICF’s Disaster Management Division seeks a Director, Risk Management and Insurance to lead and grow our Risk and Insurance practice. This 100% remote U.S. role requires travel; you will guide a team serving federal, state, and local government clients and drive business development to expand the practice.

You will bring deep public sector experience across property, workers’ comp, flood insurance, and floodplain management, advising agencies and building resilience before and after disasters.

Qualifications

• Bachelor’s degree in risk management, business, public administration, industrial management, finance, or a related field.
• 10+ years of progressive experience in risk management, insurance, or a related field, with at least 5 years supporting or working for public sector entities (federal, state, or local).
• 3+ years of hands-on experience managing or advising on public entity property insurance and workers’ compensation programs.
• 3+ years of experience working knowledge of the NFIP and floodplain management requirements.
• Experience working with brokers, carriers, claims adjusters, and TPAs across the claims and renewal lifecycle.
• 3+ years of experience leading teams, managing staff, or running programs, including budget planning and oversight.
• 3+ years of experience with business growth, such as developing new business or expanding programs and services.
• Willing and able to travel throughout the United States for work needs.

Responsibilities

• Lead business development for risk management and insurance work at federal, state, and local levels.
• Build and deepen relationships with public sector risk managers and industry partners to create a strong pipeline.
• Oversee the Risk and Insurance team, set priorities, mentor staff, and grow capabilities.
• Provide senior oversight of project delivery across a portfolio of engagements.
• Advise clients on designing and running public entity insurance programs.
