Job summary

GovCIO is seeking a Director of Contracts to provide senior-level leadership, oversight, and management of all contractual activities across the VETS sector's federal contract portfolio. This role ensures compliant, efficient contract administration and serves as the SME for interpretation, dispute resolution, scope management, and regulatory adherence.

Qualifications

• Bachelor's degree in Business, Contracts, Finance, or related field; Master's preferred.
• Proven experience in federal contracting and navigating FAR/DFARS/VAAR.
• Strong negotiation, communication, and stakeholder-management abilities.

Responsibilities

• Lead cradle-to-grave contract administration for assigned contracts and those supported by the VETS Contracts Team.
• Serve as the primary contractual advisor to Program Managers and senior operations staff on terms, flowdowns, and deliverables.
• Maintain relationships with government contracting officers, CORs, prime contractors, and internal stakeholders.
• Review proposals and ensure compliance with RFP requirements.
• Assist in CPSR compliance for procurement and program teams.
• Manage relationships with TAC/CO and related communications.
• Lead resolution of contractual disputes, perform root-cause analysis, and negotiate resolutions.
• Oversee corrective action plans for delinquent deliverables and performance issues.
• Review contract changes to determine in-scope vs out-of-scope work and prepare ROMs/ modifications.
• Provide SME guidance on FAR/DFARS compliance and internal contracting policies.
• Maintain and audit contract documentation, risk registers, and briefing materials.
• Mentor Contract Administrators and provide training on negotiation and compliance.
