Job summary

GovCIO is seeking a Director of Contracts to provide senior-level leadership, oversight, and management of all contractual activities across the VETS sector’s federal contract portfolio. This role serves as the primary SME for contract interpretation, dispute resolution, scope management, and regulatory adherence, and is fully remote within the continental United States.

Qualifications

Bachelor’s degree in Business, Contracts, Finance, or related field (Master’s preferred).
15+ years of federal contracting experience.
Comprehensive knowledge of FAR, DFARS, VAAR, and agency supplements.
Proven experience resolving contractual disputes and developing corrective action plans.
Strong negotiation, communication, and stakeholder-management skills.

Responsibilities

Lead cradle-to-grave contract administration for assigned contracts and those supported by the VETS Contracts Team, ensuring timely execution and compliance.
Advise Program Managers and senior staff on contract interpretation, flowdowns, deliverables, and performance requirements.
Maintain relationships with government contracting officers, CORs, primes, and internal stakeholders.
Review proposals for RFP compliance and support CPSR requirements.
Lead contract dispute resolution, root-cause analysis, and settlements.
Oversee corrective action plans for delinquent deliverables and performance issues.
Determine in-scope vs out-of-scope work and prepare ROMs and modification packages.
Provide SME guidance on compliance, OCI, and internal contracting policies.
Ensure contract files, audits, risk registers, and briefing materials are well maintained.
Mentor and develop Contract Administrators and collaborate across Contracts, Subcontracts, Procurement, Compliance, Program Management, and Finance.
