Job summary

The Maryland Department of Human Services (DHS) is seeking a Contract Analyst to advance workforce development initiatives within the Family Investment Administration’s Office of Workforce Development in Baltimore. You will create, renew, and amend contracts backed by TANF, SNAP E&T, and related funding.

Qualifications

• Seven years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.
• Graduate level education substitution for up to six years of required experience can be used.
• Substitutions allowed as described in the qualifications notes.

Responsibilities

• Develop contracts for workforce development services, including employment programs, training providers, and supportive service vendors.
• Prepare scopes of work, procurement documentation, and contract materials in accordance with Maryland procurement regulations and agency policies.
• Ensure contracts align with federal and state requirements associated with TANF, SNAP E&T, and related funding sources.
• Assist with maintaining documentation needed for compliance and program reporting.
