Job summary

The Maryland Department of Human Services (DHS) is seeking a Contract Analyst to advance workforce development initiatives within FIA's Office of Workforce Development in Baltimore. The role supports creation, renewal, and amendment of agreements backed by local, state, and federal resources.

Responsibilities include developing contracts for employment programs, preparing scopes of work and procurement materials, and ensuring compliance with federal and state requirements.

Qualifications

• Seven years of experience in administration of a human services program or related analyses.
• Bachelor's degree or higher may substitute required experience.
• Experience with procurement and contract development per state regulations.

Responsibilities

• Develop contracts for workforce development services, including employment programs and training providers.
• Prepare scopes of work, procurement documentation, and contract materials per Maryland regulations.
• Ensure contracts meet TANF, SNAP E&T, and related program requirements.
• Maintain documentation for compliance and program reporting.
