Job summary

Fathom seeks a Director of State Policy to lead advocacy across priority states, with remote flexibility but DC area preferred. You will oversee end-to-end state campaigns, manage contract lobbyists, and coordinate with communications and growth teams to advance AI governance policies.

The ideal candidate has 5+ years in state government affairs, proven legislative campaign leadership, and deep fluency in AI policy, with readiness to travel and build bipartisan coalitions.

Qualifications

• Minimum 5 years of state government affairs experience (7+ preferred).
• Direct experience leading legislative campaigns and multiple bills.
• Fluency in AI or technology policy, with ability to master complex topics.
• Excellent written and verbal communication; track record drafting testimony and memos.
• Experience managing outside lobbyists, consultants, or agencies with clear deliverables.

Responsibilities

• Own strategy and outcomes for a portfolio of priority states.
• Develop legislative champions and maintain durable relationships with lawmakers and agencies.
• Represent Fathom in hearings, agency proceedings, and policymaker briefings.
• Develop state-specific policy positions and testimony while adapting to political realities.
• Coordinate with communications and growth teams; track bills and coalitions.
