Position Description

VGS is looking for a Reliability Centered Maintenance (RCM) Manager to join our team! The RCM Manager is responsible for the overall management and execution of the Reliability Centered Maintenance, Condition-Based Maintenance (CBM), and Predictive Maintenance (PdM) programs at William Beaumont Army Medical Center. This position ensures all required testing, analysis, documentation, work-order recommendations, and monthly deliverables are completed accurately and on schedule in accordance with Defense Health Agency (DHA), USACE, contractual, and applicable industry requirements. The RCM Manager is expected to independently manage the program, coordinate assigned personnel and subcontractors, maintain the CBM database, and proactively communicate equipment risks and program status to VGS and Government leadership.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Manage the facility’s complete RCM, CBM, and PdM program.
  • Develop and maintain annual testing schedules, equipment routes, and deliverable calendars.
  • Ensure required vibration analysis, infrared thermography, airborne/structure-borne ultrasound, oil sampling, and other condition-monitoring activities are completed on schedule.
  • Review and approve condition-monitoring reports before submission.
  • Analyze equipment findings, identify faults, assign severity levels, and develop repair or monitoring recommendations.
  • Ensure identified deficiencies are entered into the work-order system and tracked through completion.
  • Maintain the CBM database, equipment hierarchy, measurement points, baselines, alarm limits, and testing history.
  • Provide technical direction and oversight to assigned RCM personnel and specialty subcontractors.
  • Confirm that personnel performing RCM/CBM activities possess the required DHA training, experience, and certifications.
  • Develop and maintain program procedures, testing techniques, reporting standards, and acceptance criteria.
  • Coordinate RCM activities with facility leadership, maintenance supervisors, shop leads, Quality Control, Safety, subcontractors, and Government representatives.
  • Support equipment investigations, root-cause analyses, commissioning activities, and reliability-improvement initiatives.
  • Prepare and submit all required weekly, monthly, and annual RCM/CBM reports by the established deadlines.
  • Track open recommendations, equipment risks, corrective-action status, recurring failures, and program performance.
  • Immediately elevate critical equipment findings that may affect patient care, life safety, facility operations, or mission readiness.
  • Maintain complete and auditable program records.
  • Independently managing the RCM program without repeated requests for required actions or deliverables.
  • Completing and submitting all reports by established deadlines.
  • Maintaining an accurate and current CBM database.
  • Promptly communicating critical equipment risks.
  • Producing clear and actionable maintenance recommendations.
  • Tracking identified deficiencies through corrective action and closure.
  • Maintaining compliance with DHA qualification, certification, and documentation requirements.
  • Perform other related duties as assigned.
Position Requirements

EDUCATION AND CERTIFICATION REQUIREMENTS:

  • High school diploma or equivalent AND

DHA Level III Qualification: The RCM Manager must meet at least one of the following DHA qualification paths:

  • Minimum of four years of Predictive Maintenance or Nondestructive Testing experience in work comparable to an NDT/PdM Level II assignment.
  • Current ASNT Level III certification in at least one applicable specialty field, such as vibration analysis, infrared thermography, or airborne/structure-borne ultrasound.
  • Current Level I certification in at least one secondary condition-monitoring technology.
  • Successful completion of the applicable ASNT Basic and Method Level III examinations required by DHA and SNT-TC-1A.
  • A four-year degree in engineering or science and at least one year of experience comparable to Level II in the applicable method;
  • Two years of technical education in engineering or science and at least two years of experience comparable to Level II in the applicable method; or
  • At least four years of NDT experience in assignments comparable to Level II in the applicable method.

PREFERRED EDUCATION AND CERTIFICATION REQUIREMENTS:

  • Associate’s or bachelor’s degree in engineering, mechanical technology, reliability engineering, industrial maintenance, or a related field.
  • ASNT Level III certification in multiple condition-monitoring technologies.
  • Certified Maintenance and Reliability Professional, Certified Reliability Leader, or equivalent certification.

REQUIRED QUALIFICATIONS:

  • Demonstrated ability to independently diagnose equipment faults, determine severity, and develop corrective-maintenance recommendations.
  • Experience managing RCM/CBM databases, equipment routes, measurement points, baselines, alarm limits, and historical condition data.
  • Experience developing and approving procedures, testing techniques, and acceptance criteria.
  • Practical knowledge of rotating equipment, motors, pumps, fans, air-handling equipment, and associated mechanical systems.
  • Experience supervising technical personnel or managing specialty subcontractors.
  • Strong organizational, technical-reporting, and communication skills.
  • Proficiency with Microsoft Office, condition-monitoring software, and computerized maintenance management systems.
  • Ability to maintain all required certifications throughout employment.

PHYSICAL REQIREMENTS:Physical requirements may include, but are not limited to, lifting, ascending, and descending stairs, climbing, extended sitting or standing, to various degrees.
