Government Analyst I

The Government Analyst I is a highly responsible and professional position located within the Bureau of Health Care Practitioner Regulation. This position is responsible for using professional judgement to provide information, guidance, direction, and assistance with health care licensure processes for highly complex applications. The employee in this position will perform professional and regulatory activities for Board of Medicine professions, with a focus on the physician assistant and anesthesiologist assistant professions, which includes administrative duties or other regulatory related services. The employee exercises independent judgment and initiative in carrying out assignments to completion.
The employee is responsible for assisting the Program Administrator in directing the licensure activities pertaining to certification of the medical profession with licensing in the State of Florida (Chapter 458, F.S., and 64B-8, FAC). Independently reviews and analyzes applications for temporary and permanent examination and MOBILE endorsement pathways, including second level evaluation of complex files, transcripts, and supporting documentation. Statutory and rule requirements are applied to determine eligibility or identify deficiencies. Tracks any licensure conditions imposed for initial licensure. Updates the applicant’s database with licensure status and provides LEIDS reports.
The employee responds to high level telephonic and email inquiries regarding temporary and permanent licensure application requirements. This work requires an in-depth knowledge of the laws and rules governing the 1501 professions and the ability to clearly communicate information. The employee demonstrates the ability to deescalate irate callers and provide accurate guidance to applicants ranging from recent graduates to experienced out of state practitioners relocating to Florida. The employee also assists with managing the shared BOM_InitialApps@flhealth.gov email inbox for the 1501 professions and independently communicates with applicants to provide technical information related to licensure status.
The employee serves as the subject matter expert for complex licensure determinations, providing advanced analysis involving statutory interpretation, accreditation compliance, active practice evaluations, and non-routine applicant scenarios. The employee exercises independent authority to approve or elevate licensure applications in accordance with Chapters 456 and 458, Florida Statutes, and applicable Board rules, and provides recommendations to leadership on complex regulatory matters.
The employee assists with board meeting preparation by reviewing and organizing licensure applications scheduled for Board consideration. The employee evaluates board packages for completeness and accuracy, ensuring all required documentation is included and properly formatted. Under the direction of the Program Operations Administrator, the employee issues meeting notices once the agenda materials are approved. Following each board meeting, the employee implements Board directives, including issuing licenses, updating licensure records, and completing all required post meeting actions.
Assists the Program Operations Administrator and Regulatory Supervisor with interviews and hiring new employees that will process the physician assistant and anesthesiologist assistant profession applications. Provides training for new employees on the application review, credentials review and examination process.
