Job summary

Rainmaker seeks a Regulatory Permitting Specialist to own the state and local regulatory pathway for domestic cloud seeding programs. You will scope requirements, drive permit approvals, and ensure authorizations are ready before operations begin.

Work across regulators, environmental agencies, and water boards to develop playbooks, templates, and timely submissions, while managing dozens of concurrent requirements across multiple states.

Qualifications

• Demonstrated experience preparing and shepherding regulatory submissions through a state government permitting process.
• Strong technical writing skills with the ability to translate operational realities into clear regulatory submissions.
• Excellent interpersonal and communication skills for working with regulators and internal teams.

Responsibilities

• Scope state and local regulatory requirements for each program and drive completion to closure before operations begin.
• Maintain a state-by-state regulatory playbook with lead times, contacts, and templates.
• Coordinate with program management to align regulatory timelines with start dates and flag risks early.
• Draft and shepherd permits and licenses; manage environmental and water approvals as needed.
• Own reporting obligations, calendars, and documentation to demonstrate compliance.
