Job summary

Rainmaker is seeking a Regulatory Permitting Specialist to own the state and local regulatory pathway for its domestic cloud seeding programs. You will scope regulatory requirements across multiple states and drive their closure before operations begin.

In this role you will build relationships with state permitting boards, water resource agencies, and environmental regulators, translating requirements into executable plans and templates for scalable compliance across the western United States.

Qualifications

• Demonstrated experience preparing and shepherding regulatory submissions through a state government permitting process
• Strong technical writing skills, translating technical realities into clear regulatory submissions
• Excellent interpersonal and communication skills with regulators and internal teams
• Self-directed and comfortable operating with minimal guidance in fragmented regulatory environments
• Willingness to travel domestically for agency meetings and on-site coordination

Responsibilities

• Regulatory Scoping & Planning: scope state/local requirements and develop playbooks
• Permitting, Licensing & Environmental Approvals: draft and shepherd permits and licenses
• Compliance & Reporting: manage NOAA reporting and state seasonal reports
• Program Coordination & Continuous Improvement: serve as regulatory POC and improve playbooks and templates
