Job description

Build high-performing teams. Drive results. Lead with data.

We are seeking an experienced Regional Vice President (RVP) to lead multi-site operations across the Quad Cities region of Iowa. This role is designed for a senior operator who has a demonstrated track record of building and scaling high-performing leadership teams, using data to drive decisions, and delivering consistent financial, quality, and operational outcomes across complex service environments.

The RVP is accountable for regional performance—people, processes, and results. This leader will translate strategy into execution, establish performance discipline through KPIs, and ensure operational excellence across all programs.

What You’ll Do
Executive Leadership & Performance Management
  • Lead and develop Regional Directors, Program Managers, and senior leaders across multiple service lines and locations.
  • Build a results-driven leadership culture grounded in accountability, clarity of expectations, and continuous performance improvement.
  • Establish clear performance standards and coach leaders to consistently meet or exceed them.
  • Drive succession planning and leadership bench strength across the region.
Data-Driven Operations & Outcomes
  • Own regional performance metrics across financials, staffing, quality, compliance, and service delivery.
  • Develop, monitor, and act on KPIs to identify trends, risks, and opportunities.
  • Use data and analytics to inform strategic decisions, resource allocation, and operational improvements.
  • Translate performance data into actionable plans with measurable outcomes.
  • Maintain full accountability for regional budgets, P&L performance, and cost controls.
  • Improve margin performance while maintaining service quality and regulatory compliance.
  • Partner with centralized teams to optimize staffing models, productivity, and operational efficiency.
  • Identify operational gaps and implement scalable, sustainable solutions.
Quality, Compliance & Risk Management
  • Ensure compliance with Iowa HHS, Medicaid waiver requirements, and all applicable regulations.
  • Lead regional audits, risk assessments, and corrective action planning.
  • Implement systems and controls that proactively manage risk and ensure consistent service delivery.
  • Maintain operational readiness amid evolving regulatory requirements.
Growth & Strategic Execution
  • Identify and evaluate opportunities for regional growth, service expansion, and operational scaling.
  • Partner with internal stakeholders to execute strategic initiatives tied to organizational goals.
  • Build strong external relationships with state agencies, payers, and community partners to support operational success.
What You Bring
  • Bachelor’s degree in Business Administration, Healthcare Administration, or related field (Master’s preferred).
  • 7‑10+ years of progressive senior leadership experience, ideally in IDD, HCBS, healthcare, or multi‑site human services.
  • Demonstrated success leading large, multi-layered management teams across multiple locations.
  • Proven ability to drive data‑informed decision‑making, KPI development, and performance management.
  • Strong financial acumen, including budgeting, forecasting, and P&L oversight.
  • Experience operating within Medicaid‑funded or highly regulated environments.
  • Advanced analytical skills with the ability to translate complex data into clear operational strategy.
  • Executive‑level communication skills with the ability to influence, align, and hold leaders accountable.
Why This Role

This is a true regional executive role with clear ownership of outcomes. Success will be measured by team performance, operational consistency, financial strength, and measurable improvements over time. If you thrive in environments where leadership discipline, analytics, and execution matter—and where results are visible—this role offers both scope and impact.
