Job summary

Housing Opportunities Commission of Montgomery County (HOC) seeks a Regional Property Manager in Gaithersburg, MD to supervise third‑party managers and oversee HOC‑managed scattered properties. You will evaluate fiscal, regulatory, and operational performance to help optimize occupancy, budgets, and resident satisfaction.

The role requires deep knowledge of market rate and affordable housing, LIHTC, PBRA, MPDU, and REAC programs, along with strong leadership, communication, and data analysis

Qualifications

• 6+ years of multifamily property management experience with affordable housing
• Knowledge of real estate finance and accounting
• Understanding of federal, state affordable housing regulations
• Experience with LIHTC, PBRA, MPDU, REAC and HUD programs

Responsibilities

• Monitor and manage third-party property management firms and HOC scattered properties
• Review market data to identify trends and drive occupancy and revenue growth
• Develop annual budgets and analyze financial statements to meet goals
• Promote resident satisfaction through timely responses to concerns
• Ensure property appearance meets standards via site and safety inspections
• Review monthly reports and ensure regulatory compliance for affordable programs
• Coordinate on-site visits and travel biweekly to properties
• Attend meetings with leadership and lenders
• Assist Property Managers in regulatory environments for LIHTC, PBRA, MPDU, REAC and HUD programs
• Maintain knowledge of industry operating procedures
