Housing Opportunities Commission of Montgomery County (HOC) is seeking a Rent Market Analyst in Silver Spring, MD to review tenancy approvals, verify data, and determine rent affordability. Responsibilities

• Review and process Requests for Tenancy Approval (RFTAs) for completeness and accuracy.
• Verify applicant/tenant, unit, and landlord information through internal systems.
• Review inspection results for accuracy and compliance with program requirements.
• Determine rent affordability using income calculations, utility allowances, and payment standards.
• Complete rent reasonableness determinations using the Novogradac electronic database.
• Calculate approved rent amounts in cases involving unaffordable or unreasonable rents.
• Conduct rent negotiations with landlords when proposed rents exceed program limitations.
• Communicate effectively with landlords and program participants regarding program requirements and determinations.
• Ensure all actions comply with program policies, HUD guidelines, and internal procedures.
• Maintain accurate and timely documentation in Yardi and external tracking systems.
• Perform other related duties as assigned, including additional responsibilities related to RFTA processing.
