Job description

Definition / General Purpose

Assists the Residential Operations superintendent in the supervisory, managerial and administrative tasks related to recycling operations. Assists with planning, organizing, coordinating, and directing the activities in providing recycle services to the residential and commercial customers of Copperas Cove in compliance with Municipal Solid Waste (MSW) rules, regulations, and City Ordinances.

Supervision Received and Exercised

Receives direct supervision from the Residential Operations Superintendent.

Exercises supervision over recycle collection employees.

Essential Duties and Responsibilities
  • Supervise and lead recycling staff, including training, scheduling, and performance management.
  • Oversee the collection, sorting, processing, and disposal of recyclable materials according to established guidelines.
  • Ensure compliance with local, state, and federal environmental regulations and the City of Copperas Cove policies.
  • Monitor and maintain recycling equipment and machinery, arranging repairs or maintenance as needed.
  • Maintain established automated single stream recycling routes.
  • Prepare reports on recycling volumes, operational issues, and safety incidents.
  • Promote safety practices and conduct regular safety meetings and inspections.
  • Collaborate with material recycling facilities, government agencies, and community organizations.
  • Resolve operational problems and customer or community concerns related to recycling services.
  • Implement continuous improvement initiatives to increase efficiency and reduce waste.
  • Operate various pieces of equipment such as recycle trucks or equipment at the Transfer Station in accordance with regulations.
  • Train new personnel and ensure current personnel are trained in all areas of collection and safety requirements.
  • Cross‑train with counterpart in residential and commercial operations.
  • Receive and respond to citizen inquiries and complaints; resolve complaints within scope of authority and be knowledgeable of the City Ordinances pertaining to Municipal Solid Waste collection and disposal services.
  • Assist the Residential Operations Superintendent in repairing and maintaining facilities and grounds as required.
  • Report all accidents or injuries to the Residential Operations Superintendent or Solid Waste Director immediately and complete reports as required.
  • Work well with others and maintain a good/pleasant attitude, following directions.
  • Maintain regular and timely attendance, which is an essential job function.
  • Plan, develop, and implement recycling programs and activities for schools, community organizations, and the general public.
  • Organize and assist the Keep Copperas Cove Beautiful (KCCB) committee activities at the direction of the Residential Operations Superintendent and/or Solid Waste Director.
  • Prepare and present City Council agenda items, as required for the position.
  • Estimate and monitor revenues for the recycling program as part of the overall budget process.
  • Maintain, repair, replace, service, transport, and manage all container assets used in recycling operations, and maintain an inventory of parts and materials for all containers necessary for recycling container maintenance or repair.
  • Support maintenance and repair with Fleet Services Division, maintaining files on pre‑trip and post‑trip inspections as required by the Department of Transportation.
  • Provide support to the Utilities Collections Division concerning recycling issues, working with the residential operations superintendent regarding fees to be billed to residential solid waste accounts.
  • Follow directions consistently.
Peripheral Duties
  • Serve as a member of various employee committees.
  • Other duties as assigned.
Desired Minimum Qualifications
  • Education and Experience:
    • High school graduation or GED equivalent required; Associate degree preferred.
    • Three (3) years’ experience in solid waste operations required; at least one (1) year of experience in a supervisory capacity preferred, or any equivalent combination of education and experience.
Special Requirements
  • Preferred to have a Valid State Class "B" CDL Driver’s License.
Knowledge, Skills and Abilities
  • Knowledge of applicable policies, laws, and regulations affecting solid waste utility activities.
  • Knowledge of state and federal regulations regarding solid waste collection and disposal.
  • Knowledgeable in the safe operation of heavy motorized equipment in relation to Texas Motor Vehicle Codes.
  • Knowledge in training personnel on safe and efficient methods of refuse collection and supervising the operation of heavy equipment.
  • Knowledge of budgeting and purchasing.
  • Knowledge of city geography.
  • Knowledge of principles, practices, methods, and equipment applicable to modern solid waste utility management.
  • Skill in operating and supervising the use of all listed tools and equipment.
  • Ability to supervise others.
  • Ability to coordinate and prioritize jobs.
  • Ability to understand and follow written or oral instructions.
  • Ability to motivate employees and maintain effective working relationships with the public, other departments, and personnel.
  • Ability to perform a full range of physical efforts and maintain the standards required for the execution of duties, even during adverse and stressful conditions.
