Job Purpose
Assists the Residential Operations Superintendent in supervisory, managerial, and administrative tasks related to recycling operations. Supports planning, organizing, coordinating, and directing activities that provide recycle services to residential and commercial customers in Copperas Cove in compliance with Municipal Solid Waste (MSW) rules, regulations, and city ordinances.
Supervision
Receives direct supervision from the Residential Operations Superintendent.
Exercises supervision over recycling collection employees.
Essential Duties and Responsibilities
- Supervise and lead recycling staff, including training, scheduling, and performance management.
- Oversee collection, sorting, processing, and disposal of recyclable materials according to established guidelines.
- Ensure compliance with local, state, federal environmental regulations and City of Copperas Cove policies.
- Monitor and maintain recycling equipment and machinery, arranging repairs or maintenance as needed.
- Maintain established automated single‑stream recycling routes.
- Prepare reports on recycling volumes, operational issues, and safety incidents.
- Promote safety practices and conduct regular safety meetings and inspections.
- Collaborate with material recycling facilities, government agencies, and community organizations.
- Resolve operational problems and customer or community concerns related to recycling services.
- Implement continuous improvement initiatives to increase efficiency and reduce waste.
- Operate equipment such as recycle trucks and equipment at the Transfer Station in compliance with regulations.
- Train new personnel and ensure current personnel are trained in all areas of collection and safety requirements.
- Cross‑train with counterparts in residential and commercial operations.
- Receive and respond to citizen inquiries and complaints; resolve complaints within scope of authority.
- Assist in repairing and maintaining facilities and grounds as required.
- Report all accidents or injuries to the Superintendent or Solid Waste Director immediately.
- Plan, develop, and implement recycling programs and activities for schools, community organizations, and the general public.
- Organize and assist the Keep Copperas Cove Beautiful (KCCB) committee activities as directed.
- Prepare and present City Council agenda items as required.
- Estimate and monitor revenues for the recycling program as part of the budget process.
- Maintain, repair, replace, service, transport, and manage container assets used in recycling operations.
- Maintain inventory of parts and materials for container maintenance or repair.
- Support maintenance and repair work with Fleet Services Division.
- Maintain inspection files as required by the Department of Transportation.
- Provide support to Utilities Collections Division concerning recycling issues and work with residential operations superintendent on billing matters.
- Follow directions and work well with others, maintaining a positive attitude.
- Maintain regular and timely attendance.
Peripheral Duties
- Serve as a member of various employee committees.
- Perform other duties as assigned.
Desired Minimum Qualifications
Education and Experience
- High school graduation or GED equivalent required; Associate degree preferred.
- Three (3) years of experience in solid waste operations required; at least one (1) year of supervisory experience preferred or equivalent education and experience combination.
Special Requirements
- Preferred to have a Valid State Class "B" CDL Driver's License.
Knowledge, Skills and Abilities
- Knowledge of applicable policies, laws, and regulations affecting solid waste utility activities.
- Knowledgeof State and Federal regulations regarding Solid Waste Collection and disposal.
- Knowledge of Texas Motor Vehicle Codes for safe operation of heavy motorized equipment.
- Knowledge of training safe and efficient refuse collection methods and supervising heavy equipment operation.
- Knowledge of budgeting and purchasing.
- Knowledge of city geography.
- Knowledge of principles, practices, methods, and equipment applicable to modern solid waste utility management.
- Skill in operating and supervising the use of listed tools and equipment.
- Ability to supervise others.
- Ability to coordinate and prioritize jobs.
- Ability to understand and follow written or oral instructions.
- Ability to motivate employees and maintain effective working relationships with the public, other departments, and personnel.
- Ability to perform a full range of physical efforts and maintain required standards under adverse or stressful conditions.
Selection Guidelines
Formal application, rating of education and experience, oral interview, DOT physical examination, pre‑employment and random drug tests, reference check, and job‑related tests may be required.
Tools and Equipment Used
Personal computer (word processing and spreadsheet), motor vehicles (including heavy motorized equipment), phone, calculator, radio, fax, copy machine, and safety equipment as required.
Physical Demands
The employee is frequently required to sit, talk, or listen; occasionally required to walk, use hands to manipulate objects or controls, and reach with hands and arms. Must sometimes lift or move objects over 50 pounds. Job is performed indoors and outdoors. Specific vision abilities include close vision and the ability to adjust focus.
