Job description

Plan, organize, and supervise a comprehensive local program for Recycling, Solid Waste Education, Solid Waste Minimization, and Household Hazardous Waste collection. Machines and equipment used include computer, tablet, two-way radio, calculator, standard office equipment and a vehicle.

Perform job duties in a way that promotes a positive image of the City organization and the department; demonstrate effective interpersonal skills and deliver exemplary customer service.

  • Plan, organize, coordinate, and implement programs in the areas of solid waste recycling, waste prevention, and waste minimization.
  • Select, train, evaluate, and supervise personnel directly or through subordinate personnel. Establish performance standards, work priorities, and schedules.
  • Review current programs and research information regarding elements of current or pilot programs in other jurisdictions; develop recommendations for programs and activities to be conducted; estimate costs and potential cost savings.
  • Plan, develop, and conduct public education and training efforts related to solid waste management and recycling; maintain collaborative efforts with the general public through contacts with schools, community groups, and businesses, etc.; compile, prepare, and make available materials for public education in a variety of media.
  • Supervise the work of employees engaged in the operations of the cost center, maintaining the drop‑off sites, collecting and transporting commodities for recycling and properly storing and handling HHW.
  • Prepare and administer cost center budget for outreach, education, recycling and HHW activities.
  • Provide assistance and technical support within the organization regarding HHW, recycling and contracted services for HHW and recyclable materials. Initiate, complete, and monitor the bidding process for contracted services.
  • Assist with department safety and employee training and development program.
  • Assist with the development and implementation of policies, procedures, budgets, rate analysis, and long‑range plans for the Solid Waste Department. Conduct rate studies and surveys, perform analysis, write reports, agenda comments, and general correspondence.
  • Perform related duties as assigned and required.

Education equivalent to completion of a bachelor degree in public administration, physical sciences, environmental studies, education, or a related field and any combination of relevant education and experience which provides the following knowledge, abilities, and skills:

One to three years of administrative experience related to solid waste management, HHW, recycling, or related activities.

Valid Driver's license

Knowledge of:
  • Waste management and recycling practices;
  • Principles of budgeting, cost/benefit analysis, and grant administration and;
  • Microsoft Office programs.
Ability to:
  • Perform a variety of administrative duties related to program development, implementation, and evaluation;
  • Supervise the work of others;
  • Prepare and administer a budget;
  • Develop and present effective public education and training programs.
  • Communicate effectively orally, in writing, and through social media;
  • Able to maintain effective working relations with others;
  • Able to maintain accurate data and information;
  • Able to review and apply Federal, State, and Local regulations related to solid waste;
  • Able to maintain competency in operating personal computers, current technology and software.
Physical Requirements
  • Maintain the ability to:
  • Frequently walk and stand during shift and climb stairs;
  • Occasionally lift up to 10 pounds;
  • Occasionally carry up to 25 pounds;
  • Frequently rotate upper trunk to the right or left while sitting or standing;
  • Occasionally reach above, at, or below shoulder heights;
  • Occasionally climb ladders, and other inclined surfaces;
  • Push and pull objects;
  • Coordinate eye, hand, and foot movement in order to operate a vehicle.
