Job summary

The role requires 10+ years in IT records governance, TS/SCI clearance, and architecture experience across eDiscovery, taxonomy, and automated retention systems. This is a senior, non-managerial position in a demanding federal environment.

Qualifications

  • Master's degree required in information science, IT, data management, or a related field.
  • 10+ years of expert-level IT records management experience and governance.
  • Active TS/SCI with access; must handle CNWDI/RD/FRD and CUI safeguarding.

Responsibilities

  • Architect and lead enterprise-level Electronic Records Management Systems (e.g., Purview, ERA 2.0, SharePoint Online).
  • Ensure compliance with federal records directives (OMB M-23-07) and DoD mandates.
  • Design taxonomy, metadata schemas, and automated retention/disposition workflows.
  • Oversee large-scale legacy data migrations with strict chain-of-custody and data integrity.

Position Summary

The Records Management Subject Matter Expert (SME) serves as the primary strategic advisor and technical authority for enterprise-wide digital records governance at the Defense Information Systems Agency (DISA). The SME bridges the gap between IT infrastructure and federal compliance, engineering automated data disposition policies and ensuring the agency's transition to a fully digital environment that aligns with NARA and OMB mandates.

Primary Responsibilities
  • ERMS Architecture & Strategy: Architect and lead the implementation of enterprise-level Electronic Records Management Systems (e.g., Microsoft 365 Purview, NARA ERA 2.0, SharePoint Online, Documentum).
  • Regulatory & IT Compliance: Serve as the foremost authority on federal records directives, specifically ensuring compliance with OMB M-23-07 which dictates the end of analog transfers and the requirement to manage all permanent and temporary records in an electronic format
  • Metadata & Taxonomy Engineering: Design and implement complex taxonomy, ontology, and metadata schemas across agency IT systems to optimize searchability, eDiscovery, and automated record categorization.
  • Lifecycle Automation: Engineer automated retention schedules, disposition holds, and Capstone email management approaches utilizing artificial intelligence, machine learning, and rules-based logic within the agency's IT ecosystem.
  • Data Migration Leadership: Oversee large-scale legacy data migrations from servers to modernized, cloud-based data lakes while maintaining chain-of-custody and digital file integrity (e.g., adherence to 44 U.S.C. chapter 31, 33, and 36 CFR Part 1220-1239, DoDI 5015.02, and OMB M-19-21/M-23-07 directives)
  • Executive Advisory: Advise Chief Information Officers (CIOs), Senior Agency Officials for Records Management (SAORM), and IT governance boards on risk management, digital access controls, and the safeguarding of Controlled Unclassified Information (CUI).
Required Qualifications
  • Security Clearance: Active Top Secret (TS) with Sensitive Compartmented Information (SCI) access. Must be able to maintain Critical Nuclear Weapons Design Information (CNWDI), Restricted Data (RD), and Formerly Restricted Data (FRD)
  • Network Access: Verified operational access and proficiency on DODNet-J (JWICS) and SIPRNet networks
  • Required Specialized Training: Must have successfully passed the Department of Energy's Historical Records Restricted Data Reviewers (HRRDR) course
  • Education: Master's degree in Information Science, Information Technology, Data Management, or a related field
  • Experience: 10+ years of progressively responsible expert-level experience in IT records management, enterprise data governance, and digital systems architecture
  • Certifications: NARA Certificate of Federal Records Management Training (Required). Certified Records Manager (CRM) or Information Governance Professional (IGP) highly preferred
Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
