Description

HeiTech Services is seeking an experienced Records Manager Subject Matter Expert (SME) to provide senior-level Federal records management expertise in support of a government client. The Records Manager SME will apply extensive knowledge of Federal records requirements, lifecycle management, appraisal, preservation, and disposition to help ensure records are managed accurately, efficiently, and in compliance with applicable National Archives and Records Administration (NARA) and Federal requirements. The role requires sound professional judgment and the ability to independently address complex records management needs across both physical and electronic environments.

This position is well suited for an accomplished Federal records professional who can serve as a trusted advisor, provide authoritative guidance, and support consistent, defensible records management practices. The ideal candidate will bring a strong understanding of Federal records governance and the practical experience needed to evaluate records, advise on appropriate handling and disposition, and support broader compliance and information management objectives.

Key Responsibilities:
  • Lead the systematic inventory, assessment, and organization of large volumes of physical and electronic Government records to support accurate classification, accountability, and lifecycle management.
  • Evaluate records and perform records scheduling and appraisal activities to determine appropriate retention, preservation, transfer, or disposition requirements in accordance with approved records schedules and applicable Federal guidance.
  • Execute and oversee authorized disposition actions, including the secure destruction of temporary records and documentation of disposition activities to maintain a defensible records management process.
  • Identify and prepare permanent and historically significant records for preservation and transfer to the National Archives and Records Administration (NARA), ensuring materials are properly organized, documented, and handled.
  • Apply expert knowledge of NARA regulations, the Federal Records Act, and applicable agency records management policies to promote consistent compliance, reduce unnecessary physical and digital storage, and mitigate information security, privacy, and records-related risks.
  • Provide subject matter expertise and professional guidance on complex records management issues, helping ensure records are managed consistently and appropriately throughout their lifecycle.
Requirements
  • 5-10 years of experience in a records management role.
  • Demonstrated experience performing records management for federal agencies or similar work experience.
  • Knowledge or experience applying NARA regulations, the Federal Records Act, DOT Order 1351.28, or comparable Federal records requirements.
  • Experience inventorying records and performing records scheduling, appraisal, preservation, and authorized disposition activities.
  • Experience supporting secure destruction of temporary records, preparation of permanent records for archival transfer, and mitigation of records-related privacy or security risks.
  • Must be a U.S. Citizen and have the ability to obtain and maintain a NACI or higher-level investigation/clearance.
Preferred:
  • Professional records management certification, such as Certified Records Manager (CRM), Information Governance Professional (IGP), or equivalent credential.
  • Formal training or advanced coursework in Federal records management, records disposition, archival management, or information governance.
  • Experience serving in a senior or subject matter expert capacity, providing records management guidance, interpreting Federal records requirements, and advising stakeholders on complex records lifecycle and disposition matters.
