Job summary

National Railroad Safety Services, Inc. (NRSS) is seeking a Contractor in Charge (CIC) in Philadelphia, PA to oversee railroad construction, maintenance, and safety compliance for freight railways, transit systems, state DOTs, and rail industry partners.

The CIC will conduct job briefs, monitor track conditions, coordinate with dispatchers, engineers, and supervisors, document activities, and ensure adherence to FRA regulations (49 CFR 214) while traveling 50–85% of the time as required.

Qualifications

• Strong computer, communication, and organizational skills.
• Communicates effectively in both verbal and written formats.
• Ability for long-term travel assignments, including multi-month deployments.
• Valid Driver's License.
• High School Diploma or Equivalent.
• Minimum of 2 years' experience in a railroad company preferably in the maintenance of way or TY&E departments.
• Successfully completes all required federal, client, and company-specific training.

Responsibilities

• Oversee worksite safety and provide flagging services as needed.
• Ensure compliance with Federal Railroad regulations (49 CFR 214) during work near tracks.
• Monitor track conditions, approach trains, and coordinate with trains and crews to keep personnel safe.
• Communicate with train dispatchers, engineers, and supervisors to coordinate movements and permissions.
• Document all activities including briefings, incident reports, and daily logs for management and regulators.
• Enforce Railroad, State, and Federal policies.
