Job summary

Atlanta Housing is seeking a Program Manager for RAD to lead planning and implementation of the RAD program under the Vice President of Real Estate Asset and Property Management. You will assess the public housing portfolio and partner with private developers to convert properties to the RAD funding model.

Responsibilities include coordinating with internal divisions, preparing applications, financing plans, and managing the conversion process from CHAP issuance through construction.

Qualifications

• Bachelor’s degree in public policy or business administration or related field.
• At least two years of experience managing complex government RAD programs or initiatives.
• Master’s degree or Project Management Professional certification preferred.
• Excellent written, verbal and interpersonal communication skills; computer literate.
• RAD training with certification is desirable.

Responsibilities

• Collaborates with internal divisions to ensure RAD compliance and coordinated approach.
• Works with private owners of RAD-eligible properties to assess and manage projects.
• Identify properties best suited for RAD through financial and condition analysis.
• Prepares initial RAD applications and submits amendments or extensions.
• Collaborates on financing plans, budgets, and operating proformas to HUD guidelines.
• Distributes notices (GIN/RIN) and conducts resident meetings as RAD requires.
• Acts as the agency’s HUD RAD contact and provides weekly updates to senior management.
• Presents RAD projects to committees and Board for approval.
• Manages conversion post-CHAP issuance and oversees construction coordination.
