Project Overview

the company's Manufacturing and Technology (M&T) Business Unit is designing, building and commissioning a semiconductor fab in Clay, NY. Job Summary

In this role on a major construction project; you will support the implementation of a quality management system of Off-Site Manufacturing (OSM) for the project quality program, including surveillance and continuous improvement activities. OSM includes modules, skids, prefabrication and preassemblies as defined by the Construction Industry Institute (CII). You will review and determine applicable contract quality requirements, monitor non-conforming conditions, and determine the sufficiency of corrective actions and continuous improvements. Your recommendations will support in the resolution of issues and mitigate performance risk.

Major Responsibilities
  • Supports OSM quality management activities covered by the project quality plan and contract quality requirements, including pre-award assessments of potential suppliers and subcontractor quality management systems and records Assesses and monitors all project Functions involved in OSM process, including project management, engineering, procurement, construction, and other functions on project Reviews and monitors nonconforming conditions and associated corrective actions to ensure quality program effectiveness Reviews and determines applicable OSM quality requirements for inclusion in engineering, procurement, and construction audits and surveillances Reviews and reports on project-associated OSM quality-related procedures and manuals for compliance with project contract, procedures, and requirements Reviews and determines compliance with the company-approved OSM supplier inspection and test plans. Coordinates with supplier quality representatives and field engineering in the governance and oversight of supplier quality control programs and manufacturing quality performance Ensures effective communication of project quality requirements and operational performance feedback between project teams and OSM subcontractors, promoting quality improvement throughout the manufacturing and construction lifecycle. Provides quality leadership and technical support to OSM subcontractors during cause analysis in conjunction with other project staff personnel, to develop corrective action plans which assist in the resolution of complex issues Serves as an interface between project teams and OSM subcontractors for communicating quality requirements, clarifying expectations, and providing feedback on OSM fabrication, inspection results, transportation damage, installation issues, and quality performance observed after delivery to site. Reviews and reports on new or revised project OSM design documents, procedures, and requirements and incorporates them into audits and surveillances Provides support on OSM continuous improvement efforts (PIEs)
Education and Experience Requirements
  • Requires a bachelor's degree (or international equivalent) in sciences, engineering or related field, and 5 - 8 years of relevant Quality and OSM experience or 9 - 12 years of relevant Quality and OSM work experience Qualified lead auditor with ASQ or equivalent certification(s) is preferred
Required Knowledge and Skills
  • Knowledge of OSM Quality assurance requirements, and their application to all functions on project, including project management, procurement, construction, engineering, and project controls Demonstrated proficiency in implementation of quality assurance programs Demonstrated knowledge of EPC industry application of quality assurance standards Demonstrated ability to facilitate structured cause analysis and corrective action planning Knowledge of Six Sigma (DMAIC, DMADV, Lean) process improvement methodology and ability to support Process Improvement Projects (PIEs) Proven record of interfacing with other quality engineers, including interfacing with quality engineers and representatives in other functions on project, and customer quality representatives Demonstrated knowledge of design, procurement, construction, start-up, commissioning requirements and procedures Demonstrated knowledge of current construction industry trends, innovations, and regulatory requirements for construction industry Successful extensive track record working on quality management teams in challenging environments Previous experience in planning and conducting quality surveillances related to OSM and the execution of major construction of industrial facilities Flexibility to respond to urgent project requests and/or changing priorities Ability to work under pressure and with minimal supervision Demonstrated ability to work with people of varied backgrounds and objective
