The incumbent serves as the Quality Improvement & Performance Management Specialist, responsible for planning, guiding, and evaluating agency‑wide performance and continuous quality improvement efforts. The role leads Lean A3 and PDCA processes, maps operational workflows, and develops strategic performance measures and KPIs to strengthen public health service delivery and overall system performance across the Dept of Health.
This role oversees agency‑wide continuous quality improvement and performance evaluation initiatives, leading analyses, operational research, and program monitoring as directed by the Chief Performance Officer. It serves as the primary facilitator of Lean management methodologies, implementing A3 problem‑solving, PDCA cycles, and comprehensive business process mapping to streamline workflows, reduce redundancies, and enhance efficiency across DC Health bureaus. The position develops and manages strategic performance measures, creating KPIs and data dashboards to support accountability and track progress toward organizational goals.
Additionally, the role provides leadership for management and operational reforms, supporting the development of agency strategic plans and bureau‑level objectives. It also recommends new or revised policies, SOPs, and operational guidelines to ensure alignment with District laws and national public health accreditation standards. The position monitors emerging public health administration trends, health equity benchmarks, and operational issues, preparing analyses, risk assessments, and recommendations for executive leadership.
Individuals must possess at least one (1) year of specialized experience must have been equivalent to at least the next lower grade (13) level in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
