DC Health is seeking a Safety Officer to implement an integrated program of safety and risk control for the agency, primarily through investigations, loss analysis, and compliance monitoring. You will serve as the agency's Safety Officer and coordinate risk management activities across property, casualty, and workers' compensation exposures.

The role includes leading risk programs, investigating EEO and sexual harassment matters, coordinating ADA accommodations, and supporting claim processes

Job Summary

This position is located in the Department of Health (DC Health) within the Office of the Director, Office of the Chief Operating Officer. DC Health promotes health, wellness, and equity across the District, and protects the safety of residents, visitors, and those doing business in the nation’s capital. The position is responsible for implementing an integrated program of safety and risk control for the agency, primarily through agency investigations, systematic loss and incident analysis, consultative solution development and compliance monitoring. The incumbent serves as the Department's Safety Officer whose responsibilities will include implementing a variety of integrated risk and safety related programs.

Major Duties And Responsibilities

In cooperation with the Office of Risk Management (ORM), the incumbent provides technical risk management leadership to the agency in the identification and response to risk exposures, appropriate loss control measures and administrative guidance in the review and evaluation of risk management issues. Serves as the liaison with law enforcement and the ORM to facilitate and promote agency compliance regarding sensitive or regulatory matters. Advocates for effective risk management and safety throughout the agency; manages the risk identification and loss control activities for property, casualty and workers' compensation exposures. Identifies and evaluates agency property and facilities for characteristics and valuation of exposure to loss and analysis of risks and develops risk control plans for anticipated losses. Serves as the designated Sexual Harassment Officer (SHO) for the agency, and coordinates and completes the required investigations. The incumbent writes reports in accordance with District policy and procedures. Participates as an Equal Employment Opportunity (EEO) counselor and investigates claims related to EEO complaints. Coordinates the DC Health Americans with Disabilities Act (ADA) reasonable accommodation request process and facilitates the interactive process discussion as required by law. The incumbent completes the intake process, secures medical information and works with legal and administration points of contact to ensure that approved accommodations are purchased (if required) and put into place promptly. As the agency liaison to ORM, the incumbent assists employees with claim applications relative to occupational injuries, illnesses, exposures or vehicular accidents and tracks light duty personnel through their recovery or rehabilitation. The incumbent provides assistance, as necessary, to ensure prompt filing of claims and compensation. Serves as point of contact for any needed assistance including return to work forms, change in work status periodic updates, etc.; and works with the agency leave coordinator to ensure that approved workman's compensation claims are tracked for time and attendance.

Qualifications And Education

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to at least the next lower grade in the normal line of progression.

Working Conditions / Environment

The work is performed in an office setting to promote coordination of and consultation with others. Some fieldwork is required in special circumstances. There may be exposure to risks and hazards of work environments and conditions requiring special safety precautions and clothing.

Position Designation: This position has been designated as Security Sensitive. Pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations; in addition to the general suitability screening, individuals applying for or occupying security sensitive positions are subject to the following checks and tests:

  • (d) Reasonable suspicion drug and alcohol test; and

As such, individual(s) in this position may be required in emergency situations to perform crucial duties that are vital to the continuity of medical facilities, public safety, emergency services, and/or other crucial operations. An emergency employee who has been designated and activated will be called in to work, required to stay at work, or required to telework, if approved to do so, during the particular emergency situation.
