Position Summary The QC/SH&E Manager is a Key Personnel position responsible for the contractor's overall Quality Management System (QMS) and the full spectrum of safety, health, and environmental program management at NASA AFRC. Operating independently of the maintenance organization, this manager leads compliance activities in alignment with NASA, Occupational Safety and Health Administration (OSHA), Federal, State, and local requirements across all facility operations, hangar environments, and industrial maintenance activities.

Position Summary The QC/SH&E Manager is a Key Personnel position responsible for the contractor's overall Quality Management System (QMS) and the full spectrum of safety, health, and environmental program management at NASA AFRC. Operating independently of the maintenance organization, this manager leads compliance activities in alignment with NASA, Occupational Safety and Health Administration (OSHA), Federal, State, and local requirements across all facility operations, hangar environments, and industrial maintenance activities. Key Responsibilities Quality Management. The QC/SH&E Manager develops, implements, and maintains the QMS in compliance with International Organization for Standardization (ISO) 9001 and NASA AFRC quality policies, ensuring the quality policy is understood and maintained at all organizational levels. The manager conducts regular quality audits of all facility maintenance operations — including Preventive Maintenance (PM), Predictive Testing and Inspection (PT&I), Trouble Calls (TCs), and Service Requests (SRs) — and reviews operating logs to identify abnormal or out-of-range conditions requiring corrective action. Safety Program Management. The QC/SH&E Manager responds to center-wide safety, health, environmental, and fire protection concerns, participates in Center and Flight Operations safety meetings, and leads development of Activity Hazard Analyses (AHAs) for all applicable work activities. The manager delivers and maintains Lockout/Tagout (LOTO) procedures in compliance with OSHA standards and AFOP-8715-01-002, with documented procedures in the Government Computerized Maintenance Management System (CMMS) within twelve months of award and annually thereafter. Accident Reporting and Incident Management. The QC/SH&E Manager submits monthly accident reports, close calls, safety meeting counts, AHA counts, safety inspections, and hazards corrected to the Contracting Officer's Representative (COR) by the 15th of each month. The manager follows NASA Procedural Requirements for Mishap and Close Call (NPR-8621-001C) and reports all mishaps within 24 hours via NASA's Incident Reporting Information System (IRIS). Hazardous Materials and Waste Management. The QC/SH&E Manager oversees proper waste management in accordance with AFOP-8553.1-009 and the Safety, Health and Environmental Management Plan (SHEMP) and Environmental Management System (EMS), and maintains hazardous material storage compliance with ISO 55000. Training and Certification Oversight. The QC/SH&E Manager develops and maintains a training and certification program for all contractor personnel, keeps training records current, and tracks all mandatory training per PWS Appendix 2. Key training areas include: Resource Conservation and Recovery Act (RCRA), Department of Transportation (DOT) Regulations, Hazard Communication (29 CFR 1910.1200), Hazardous Waste Operations and Emergency Response (HAZWOPER) (29 CFR 1910.120), and Personal Protective Equipment (PPE) standards. The manager reports overdue training to the COR and resolves all lapses immediately. Environmental Compliance. The QC/SH&E Manager manages compliance with asbestos and lead abatement protocols (29 CFR 1910.100, 40 CFR 61.145), the AFRC Pollution Prevention Plan (AFPL-8540.1-001), Indoor Air Quality requirements (AFOP-1800.1-008), and Eastern Kern Air Pollution Control District (EKAPCD) and Antelope Valley Air Quality Management District (AVAQMD) requirements. The manager also supports NASA's Agency Energy and Water Performance Plan (EWPP) in accordance with NPR-8570-001B. Minimum Qualifications Eight (8) years of experience in quality, safety, and health management for facility and hangar operations and maintenance of industrial equipment at an industrial or aircraft facility requiring compliance with 29 CFR 1910. Demonstrated experience identifying, preventing, and eliminating safety and health hazards. Experience with ISO 9001 compliance. Experience working from building plans, blueprints, wiring diagrams, engineering drawings, and electrical maintenance and repair manuals. Required Competencies Working knowledge of 29 CFR 1910 General Industry Safety Standards, including confined space safety, LOTO energy control, hazard communication, and PPE. Familiarity with NASA Procedural Requirements: NPR 8715.3, NPR-8621-001C, and NPR 8831.2F. Proficiency in ISO 9001 QMS principles, including internal auditing and corrective action. Knowledge of RCRA hazardous waste management, Clean Air Act requirements, Environmental Protection Agency (EPA) regulations, HAZWOPER, and California Code of Regulations (CCR). Knowledge of National Fire Protection Association (NFP) fire safety codes applicable to hangar environments (NFPA 409). Proficiency using Government-furnished CMMS to document inspections, work orders, and training records. Preferred Qualifications Certified Safety Professional (CSP) or Associate Safety Professional (ASP) through the Board of Certified Safety Professionals. Certified Quality Auditor (CQA) through the American Society for Quality (ASQ). Prior experience on federal government facility operations contracts at Air Force installations or NASA facilities. Experience developing and delivering OSHA-compliant safety training for multi-trade industrial workforces. Key Personnel Obligations The QC/SH&E Manager must remain on-site to administer the relevant contract functions. Absences exceeding 30 consecutive workdays require immediate CO notification and an approved replacement meeting or exceeding the qualifications in PWS Appendix 1. All contractor employees must communicate effectively in English and comply with all AFRC installation rules, regulations, and security requirements at all times.
