Job summary

J&J Worldwide Services in Portsmouth, VA seeks a senior quality control manager responsible for directing and maintaining the contractor's quality control management program across the contract, ensuring compliance with USACE requirements, UFC, EM 385-1-1, and healthcare regulations.

You will lead preparatory and follow-up control phases, coordinate inspections, manage documentation, mentor staff, and prepare monthly QC reports while partnering with government QA personnel to resolve issues.

Responsibilities

  • Ensure compliance with contract drawings, UFC, EM 385-1-1, NFPA, ICC, ASHRAE, NEC, and healthcare regs.
  • Lead preparatory and follow-up control phase meetings for all features of work.
  • Verify construction activities meet submittals and design intent before work proceeds.
  • Develop and maintain quality documentation: daily QC, testing, inspection, logs, corrective actions, turnover.
  • Coordinate all third-party inspections, commissioning, testing, balancing, validation.
  • Mentor field staff and subcontractors on USACE quality expectations and compliance.
  • Monitor progress to support milestones, occupancy, and acceptance.

Job Summary This position shall have overall responsibility for the contractor's quality control management program to include maintaining and overseeing the quality control management program for entire contract.

Primary Job Functions
  • Direct and administer the Contractor Quality Control (CQC) Program in accordance with USACE contract requirements and project-specific Quality Control Plans.
  • Ensure strict compliance with contract drawings, specifications, UFC criteria, EM 385-1-1, applicable NFPA, ICC, ASHRAE, NEC, and healthcare regulatory requirements.
  • Lead Preparatory, Initial, and Follow-Up Control Phase Meetings for all definable features of work.
  • Verify construction activities comply with approved submittals, design intent, manufacturer requirements, and contract documents before work proceeds.
  • Develop and maintain comprehensive quality documentation, including daily QC reports, testing records, inspection reports, deficiency logs, corrective actions, and turnover documentation.
  • Coordinate all third-party inspections, commissioning activities, testing, balancing, and validation efforts required by the contract.
  • Manage submittal compliance, ensuring materials, equipment, and systems receive required Government approvals before installation.
  • Lead quality planning activities with project management, superintendents, subcontractors, designers, and commissioning personnel.
  • Identify quality risks early and implement corrective actions before they affect schedule, cost, or Government acceptance.
  • Monitor construction progress to ensure quality objectives support milestone completion, beneficial occupancy, and final acceptance.
  • Coordinate directly with Government Quality Assurance personnel to resolve quality concerns quickly and professionally.
  • Mentor field staff and subcontractors regarding USACE quality management expectations and contractual compliance.
  • Administer quality control management program

  • Prepare monthly reports depicting findings of quality inspections
  • Periodically review the quality control program to ensure compliance
  • Examine processes for preventative and corrective maintenance; make suggestions based on findings
  • Perform inspections and re-inspections to ensure problems have been resolved
  • Collect data for the DMLSS system entry by the Government.
  • Research safety and quality topics online
  • May prepare incident and accident reports
  • May be tasked with preparing training materials and conducting employee quality and/or safety meetings
  • May manage the disposal of hazardous waste
  • May research and issue infection control and interim Life Safety permits
  • May train personnel on material control and equipment and tool management
  • Other duties as assigned
Education, Experience and Certification

Education Level

Description Required Associate Degree related degree

Years of Experience Required Preferred 5 years 5 Years

  • Must have 5 years' experience and proficiency with USACE's RMS Resident Management System
  • Must have 5 years' experience working in healthcare facilities similar to Hospitals / Clinics / Dental clinics Sterile processing and or laboratory clean room. With strong knowledge of ASHE ICRA requirements
  • Experience in preparing and enforcing quality management programs (QMS) on contracts of similar size, scope and complexity
  • Experience working on DHA or USACE projects in active military medical facilities.
License/Certification

Required Certification OSHA 30 Certification USACE CQMC Certification First Aid/CPR
