Position: Quality Control Manager (QCM)

Project Type: U.S. Army Corps of Engineers (USACE) Construction Project

Location: Algiers, LA

Position Summary

We are seeking an experienced Quality Control Manager (QCM) to lead and manage the Contractor’s Quality Control program for a U.S. Army Corps of Engineers (USACE) construction project.

The QCM will have overall responsibility for implementing, managing, documenting, and enforcing the project’s Quality Control program in accordance with the contract requirements, USACE standards, applicable specifications, and approved Quality Control procedures.

This position requires demonstrated previous experience serving as a Quality Control Manager on USACE construction projects and a current USACE Construction Quality Management for Contractors (CQMC/CQCM) certificate. Candidates who do not meet both requirements will not be considered.

Essential Duties and Responsibilities

• Serve as the Contractor’s primary Quality Control Manager and provide overall leadership of the project Quality Control organization.
• Develop, implement, and maintain the project-specific Quality Control Plan (QCP) in accordance with contract requirements and USACE requirements.
• Manage the Three-Phase Control process, including Preparatory, Initial, and Follow-Up phases.
• Conduct and document preparatory meetings, initial inspections, follow-up inspections, and other required QC activities.
• Review project plans, specifications, submittals, RFIs, design documents, and other contract requirements for quality-related issues.
• Coordinate Quality Control activities with the Project Manager, Superintendent, Government representatives, USACE personnel, subcontractors, suppliers, and testing agencies.
• Ensure construction activities are performed in accordance with approved plans, specifications, submittals, and applicable codes and standards.
• Identify deficiencies, nonconforming work, and potential quality issues and ensure timely corrective action.
• Maintain accurate and complete QC documentation and records throughout the project.
• Prepare and submit required Daily Quality Control Reports (DQCRs) and other USACE-required quality documentation.
• Track inspections, testing, deficiencies, submittals, RFIs, preparatory/initial meetings, and corrective actions.
• Coordinate and monitor required material testing and special inspections.
• Verify that required testing and inspections are completed and properly documented.
• Monitor subcontractor and supplier quality-control activities and ensure compliance with project requirements.
• Participate in construction progress meetings and provide quality-related status updates.
• Maintain current knowledge of USACE quality-control requirements and applicable contract provisions.
• Work closely with the Superintendent to ensure QC requirements are incorporated into daily construction operations.
• Stop or recommend stopping work when necessary to prevent nonconforming or defective work.
• Ensure deficiencies are properly documented, corrected, and closed out.
• Support project commissioning, punch-list activities, final inspections, and project closeout.
• Perform other duties as required to successfully execute the project Quality Control program.

Required Qualifications

Candidates must meet ALL of the following requirements:

• Demonstrated previous experience working as a Quality Control Manager on USACE construction projects.
• Current/valid USACE Construction Quality Management for Contractors (CQMC/CQCM) certificate issued through the applicable USACE course.
• Minimum of [3] years of construction Quality Control experience, with significant experience managing QC operations on federal or USACE projects.
• Strong working knowledge of USACE construction quality-control procedures and requirements.
• Demonstrated experience administering the Three-Phase Control process.
• Experience preparing and maintaining Daily Quality Control Reports and other project QC documentation.
• Ability to interpret construction drawings, specifications, contract requirements, and submittals.
• Strong written and verbal communication skills.
• Ability to work effectively with Government/USACE representatives, project management, field supervision, subcontractors, and trade contractors.
• Ability to independently manage the Quality Control function on a complex construction project.

Preferred Qualifications

• Experience with USACE projects utilizing RMS (Resident Management System).
• Experience with federal construction contracts and applicable FAR/DFARS requirements.
• Experience on projects involving complex civil, building, mechanical, electrical, structural, or site work.
• Bachelor's degree in Construction Management, Engineering, or a related field.
• Additional quality-control certifications or credentials such as ASQ, ICC, OSHA, or other relevant certifications.
• Experience working on projects involving significant self-performance and multiple subcontractors.

Required Certification

USACE CQMC/CQCM Certification – REQUIRED

The selected candidate must possess a current USACE Construction Quality Management for Contractors (CQMC/CQCM) certificate and be able to provide documentation of the certification upon request.

Prior experience serving specifically as the QCM on USACE projects is also REQUIRED. General construction QC experience without USACE QCM experience will not satisfy this requirement.

• Ability to work outdoors in varying weather conditions.
• Ability to wear required personal protective equipment (PPE).
• Must be available to work the project schedule, including occasional extended hours as project requirements dictate.
