Job summary

AIT is seeking a Quality Control (QC) Specialist to travel to various Alaska job sites and define, inspect, and document daily work to meet minimum standards and scope of work. Qualifications

  • Bachelor’s degree or higher in a relevant field; experience substituted 1:1.
  • Five years of construction quality control on USACE projects.
  • Pass USACE CQM training and obtain certificate after onboarding.

Responsibilities

  • Perform quality control inspections of construction activities to ensure compliance with plans and contract requirements.
  • Assist in implementing and enforcing the project-specific Quality Control Plan.

Description

Summary

The Quality Control (QC) Specialist will require travel to various job sites within the state of Alaska. This position will provide the knowledge, skills, and experience to define, inspect, and document the daily work associated with ongoing construction or environmental projects to ensure that the work is being completed in accordance with the established minimum standards and scope of work for the project. The QC Specialist’s role is to support the Corporate QC Program and the required Quality Control Process, the Project Manager, and others who are focused on the broader aspects of the project.

The Quality Control Specialist is responsible for implementing and maintaining the project's Quality Control Program in accordance with USACE contract requirements, specifications, and the approved Quality Control Plan. This position ensures all construction activities meet contract requirements, industry standards, and applicable regulations. The Quality Control Specialist will actively utilize RMS to manage project documentation, track inspections, maintain quality records, and coordinate with government representatives throughout project execution.

The pay rate for this position is $45.00/hour.

Essential Duties and Responsibilities

Quality Control Management

  • Perform quality control inspections and surveillance of construction activities to ensure compliance with project plans, specifications, and contract requirements.
  • Assist in implementing and enforcing the project-specific Quality Control Plan.
  • Conduct and document Preparatory, Initial, and Follow-Up inspections in accordance with USACE standards.
  • Monitor subcontractor performance to ensure compliance with contract quality requirements.
  • Identify, document, and track deficiencies through resolution and closeout.
  • Work closely with the Project Manager, Superintendent, and other project personnel to be a resource that readily understands the quality requirements for each definable feature of work.
  • Participate in regularly held meetings involving internal staff and external stake holders, such as Owners, Subcontractors, etc.

RMS Administration

  • Utilize RMS (Resident Management System) for daily quality control documentation and reporting.
  • Prepare and maintain Daily Quality Control Reports (QCRs).
  • Upload, track, and manage submittals, RFIs, testing reports, and contract correspondence within RMS.
  • Monitor contract modifications, punch lists, schedules, and quality-related documentation.
  • Ensure all required project records are complete, accurate, and maintained in RMS.

Inspection and Testing

  • Coordinate and document inspections and testing activities.
  • Verify that materials and workmanship comply with approved submittals and contract specifications.
  • Review laboratory and field testing reports and maintain quality records.
  • Coordinate with third-party testing agencies and inspectors as required.
  • Verify and document that all materials received for the project are in conformance with the approved submittal, are handled and stored appropriately, and are acceptable for use in the project.
  • Schedule, document the results of, and maintain a log of all code and independent inspections that are required.
  • Clearly document, correct, and re-inspect all non-conformances prior to acceptance of re-work items.
  • Conduct daily inspections and periodically document the inspection process via follow-up reports for specific definable features of work to verify that work is proceeding with the contract documents and the approved submittals. (Desired results come from what is inspected, not what is expected.)

Documentation and Reporting

  • Maintain organized and accurate quality control documentation.
  • Prepare inspection reports, deficiency logs, corrective action reports, and quality summaries.
  • Support project closeout efforts, including punch list completion and turnover documentation.
  • Ensure as-built documentation and quality records are properly maintained.

Coordination and Communication

  • Interface with USACE Quality Assurance Representatives (QARs), Contracting Officers, and project stakeholders.
  • Participate in project meetings, quality control meetings, and inspections.
  • Communicate quality concerns and corrective actions to project management and field personnel.
  • Support safety initiatives and coordinate quality activities with project operations.

Minimum Qualifications

  • Bachelor’s Degree in Project Management, Engineering, Safety, or other relevant field experience.
  • Education may be substituted for experience on a 1:1 basis.
  • Five (5) years of construction quality control experience on USACE projects.
  • Valid driver’s license and clean driving record.
  • Demonstrated proficiency using USACE Resident Management System (RMS).
  • Thorough understanding of USACE Quality Control requirements and the Three-Phase Control System.
  • Knowledge of construction means and methods, materials, and industry best practices associated with commercial and institutional buildings and site work
  • Ability to read and interpret construction drawings, specifications, and contract documents.
  • High level of proficiency with spreadsheets, email, and other software used in the construction industry.
  • Proficient in Microsoft Office Suite (Word, Excel, Outlook).
  • The successful candidate must have the ability to pass USACE CQM training and receive a USACE Certificate after the onboarding process.
  • Ability to work extended field schedule as required.
  • Strong understanding of federal construction quality requirements.

Preferred Qualifications

  • Current Construction Quality Management (CQM) for Contractors certification.
  • Experience with federal construction projects for USACE, NAVFAC, or other federal agencies.
  • OSHA 30-Hour Construction Safety certification.
  • Knowledge and experience with Alaska Native cultures.

Physical Demands

  • Reaching with hands and arms for items above and below sight level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth, color perception, and the ability to adjust focus); walking from place to place within the project location with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 8 hours; ability to walk uneven terrain, climb ladders, and perform site inspections.
  • Ability to lift up to 25 pounds.
