Job summary

Sivadconsulting is seeking a Quality Control (QC) Manager for Tracy, CA to direct the QC program on USACE and federal construction contracts, ensuring compliance with contract specs and government regulations.

The role has stop-work authority, manages documentation, field testing, submittals, and defect tracking, and coordinates with SSHO to uphold USACE EM 385-1-1 and OSHA standards. A degree plus CQM is preferred; 5–10 years on federal projects may substitute for a degree.

Qualifications

• Bachelor's degree in civil engineering, construction management, architecture, or related field preferred.
• Alternatively, 5–10 years of direct QC management on USACE, NAVFAC, or other federal projects may substitute for a degree.
• Must possess a current, valid Construction Quality Management (CQM) certification issued by USACE or NAVFAC.

Responsibilities

• Implement and document the USACE Three-Phase Control process (Preparatory, Initial, Follow-up) for every feature of work.
• Update and maintain RMS 3.0 to log daily QC reports, submittals, deficiencies, and test results.
• Exercise full stop-work authority for non-conforming work or unsafe conditions.
• Prepare daily Quality Control Reports, track as-built drawings, and assemble final closeout documents.
• Review and track shop drawings, material samples, and technical data sheets.
• Coordinate field testing (soil compaction, concrete strength, welding, electrical) and maintain a testing log.
• Identify and track defects using a rework log and drive corrective actions.
• Coordinate with Site Safety and Health Officer to ensure compliance with USACE EM 385-1-1 and OSHA.

QUALITY CONTROL (QC) MANAGER - Tracy, CA (San Joaquin County)

The Quality Control (QC) Manager is responsible for directing, managing, and enforcing the Quality Control program on U.S. Army Corps of Engineers (USACE) and other federal construction contracts. This role ensures that all materials, workmanship, and construction procedures strictly comply with contract specifications, drawings, and government regulations. The QC Manager has absolute authority to stop work on any project component that fails to meet these standards.

Key Responsibilities

USACE Program Enforcement

• Three-Phase Control System:Implement and document the mandatory USACE Three-Phase Control process (Preparatory, Initial, and Follow-up phases) for every definable feature of work.
• RMS/QCS Administration:Update and maintain the Resident Management System (RMS 3.0) to log daily QC reports, track submittals, manage deficiencies, and upload test results.
• Stop-Work Authority:Exercise full authority to halt construction activities that do not conform to specifications, present safety hazards, or utilize unapproved materials.

Documentation & Inspections

• Documentation & Reporting: Prepare daily Quality Control Reports (QCRs), track as-built drawings, and assemble final project closeout and commissioning documents.

• Submittal Management:Review, approve, and track all shop drawings, material samples, and technical data sheets before they are submitted to the government or used on-site.
• Testing & Inspection:Coordinate and witness all required field testing (e.g., soil compaction, concrete strength, welding, electrical) and maintain a comprehensive testing log.
• Deficiency Tracking:Identify, document, and track construction defects using a rework log, ensuring prompt corrective action and closure.
• Safety Integration:Partner with the Site Safety and Health Officer (SSHO) to ensure operations adhere to the USACE EM 385-1-1 Safety Manual and OSHA regulations.
• Meeting Leadership:Chair and document weekly QC coordination meetings with subcontractors and attend all progress meetings with the USACE Resident Engineer or administrative team.

Qualifications & Skills

• A minimum of 5 years' experience in the design and implementation of Fire Alarm and Mass Notification Life Safety Systems.
• Degree / Experience: A bachelor's degree in civil engineering, Construction Management, Architecture, or a related field is preferred. Alternatively, 5-10 years of direct QC management experience on USACE, NAVFAC, or other federal construction projects may substitute for a degree.
• CQM Certification: Must possess a current, valid certificate for Construction Quality Management (CQM) for Contractors, issued by USACE or NAVFAC.

Site Security Clearance Requirements

U.S. Army Corps of Engineers (USACE) site security clearance requirements depend on the nature of the facility, whether the work involves deployment or domestic contract performance, and the level of system access needed. The current solicitation does not require a Secret or higher clearance.
