Job summary

SLS Federal Services seeks a seasoned Quality Control (QC) Manager to support NAVFAC Design-Build projects in Hawaii. The QC Manager acts as the independent authority responsible for implementing the CQC program and ensuring conformity to contract documents, UFGS requirements, and NAVFAC quality standards.

The role reports to the Project Manager and operates independently of construction forces, with authority to identify non-conforming work, require corrective actions, and recommend suspension

Qualifications

• Bachelor’s degree in Engineering, Construction Management, or related field.
• 10+ years of quality control experience on large construction projects.
• Experience implementing NAVFAC CQC programs.
• CQM-C certification required or within 90 days of hire.
• Working knowledge of UFGS and federal construction quality requirements.
• Proficiency with Microsoft Office.
• Strong written and verbal communication suitable for Government correspondence.

Responsibilities

• Serve as the designated QC Manager per NAVFAC CQC requirements.
• Develop and maintain the Project-Specific Quality Control Plan.
• Ensure CQC is implemented across design and construction.
• Plan, conduct, and document inspections.
• Coordinate and document inspection meetings.
• Verify corrective actions and close deficiencies.
• Review submittals for contract compliance.
• Coordinate with project team to resolve submittal issues.
• Issue and close NCRs.
• Maintain QC logs and records.
• Manage third-party testing and inspection agencies.
• Review test results and certifications.
• Verify materials/workmanship prior to incorporation.
• Support design quality reviews.
• Interface with NAVFAC ROICC and QA personnel.
• Prepare QC reports.
• Quality training for staff.
