At Encompass Community Supports, our full-time employees work 37.5 hours weekly.
The Quality Analyst Supervisor evaluates Agency programs, policies, client records and procedures to ensure conformity with laws, rules, regulations and policies; work is performed under general supervision.

SUPERVISOR FUNCTIONS:

• Reports to Associate Executive Director
• Supervises QA team of three Quality analysts and oversees daily QA functions.
• Attends all committees and meetings as determined germane by Executive leadership
• Provides any data or reporting needs to Executive leadership and Board of Directors as needed.
• Facilitates weekly QA team meetings, advises team on challenging issues and reports any issues to Associate Executive Director.
• Supervises QA On-Call schedule and PTO requests and coverage.
• Supervises QA trainings for staff.

ESSENTIAL QUALITY ANALYST FUNCTIONS:

• Investigates complaints regarding clients, including but not limited to, allegations of abuse and neglect; develops and maintains agency policies.
• Conducts health information audits of treatment records, management information systems and reimbursement systems; creates reports for direct staff and management to show health information adherence to local, state, federal and accreditation standards.
• Reports applicable critical incidents and safety incidents to appropriate regulatory authorities and Executive Director
• Researches, develops and monitors medical records policies to assure quality records and compliance with applicable local, state, federal and accreditation and privacy standards.
• Conducts staff development activities in areas related to quality improvement and health information for organizational management and direct service staff.
• Consults with program managers providing guidance and support for the monitoring, evaluating and improvement of service outcomes.
• Serves as liaison for outside regulators on matters related to medical records and outside reviews.
• Develops policies and procedures for agency records archives and other agency-wide policies; ensures regulatory agency compliance.
• Analyzes risk and consults with management on risk management issues.
• Performs critical incident reporting and analysis.
• Processes medical record requests from DDS and other agencies.
• Processes and implements CMS level initiatives.

OTHER FUNCTIONS:

• Serves as liaison to state Human Rights Advocate and attends various committee meetings; Serves as agency privacy officer.
• EHR/CLT duties: Form building/updates, corrections, problem solving use of Credible system with CLT & SUs.
• Performs related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of quality improvement and program evaluation techniques; thorough knowledge of the principals and practices and techniques used in the evaluation of and treatment of persons with disabilities; thorough knowledge and skill in the use of statistical procedures used to evaluate programs; thorough knowledge of the principles, practices and techniques involved in the evaluation and treatment of mental disorders, substance abuse and mental retardation; skill in the implementation and operation of quality improvement, program evaluation and licensure activities; ability to design program evaluation models and to conduct evaluations; ability to communicate effectively both orally and in writing; proficient in technology use and communications for sharing data and information; ability to establish and maintain effective working relationships with regulatory agency officials.

EDUCATION AND EXPERIENCE:

• Required:
  • Bachelor’s degree in human services or related field
  • At least five years of experience in human services or health information program evaluation is required.
• Preferred:
  • Quality Assurance is highly preferred.

This work requires little or no physical effort or exertion. Working conditions are excellent with absence of disagreeable conditions and little or no accident or health hazards or limited mental effort and/or stress.
